MPS hands over internationally wanted fugitive to Swedish authorities

MPS - The Department of Legal Affairs and Administrative–Judicial Reform under the Ministry of Public Security of Vietnam, in coordination with relevant agencies, handed over an internationally wanted Swedish fugitive to the Swedish Ministry of Justice, on May 30 at Tan Son Nhat International Airport, Ho Chi Minh City.

The extradited individual, Fucà Salvatore Samuele (born in 1997, Swedish national), has been prosecuted by Swedish competent authorities for “Aggravated Assault” and “Serious Fraud” under the Swedish laws.

He entered Vietnam on March 29, 2024, and was later found residing in District 4, Ho Chi Minh City.

Having overstayed his residency permit for more than 90 days, he was taken into temporary custody by the Ho Chi Minh City Police Department, and subsequently transferred to the Detention Center for Foreign Nationals Awaiting Deportation in Thu Duc city.

During his detention, the individual did negative behaviors, including acts of self-harm, hunger strike, and repeated demands for medical services, causing lots of difficulties to the local competent authorities in managing the case.

Through INTERPOL channels, the Ministry of Public Security of Vietnam requested that Swedish authorities submit a formal extradition request to the competent Vietnamese authorities via diplomatic channels, in accordance with the principle of reciprocity.

Upon receiving the official extradition request from Sweden, the Ministry of Public Security reviewed the legal documentation and submitted the case to the People’s Court of Ho Chi Minh City in accordance with Vietnam’s legal provisions on extradition and criminal justice.

Speaking at the handover ceremony, a representative of the Department of Legal Affairs and Administrative–Judicial Reform emphasized that it was the first successful extradition of an offended person from Vietnam to Sweden, demonstrating Vietnam’s goodwill and commitment to judicial and law enforcement cooperation with Sweden.

The representative added that the successful transfer served as a practical foundation for the two countries to consider negotiating and signing an extradition agreement, with a view to strengthening the legal framework for cooperation between the two countries in combating transnational crime.

On behalf of the Swedish Ministry of Justice, the Swedish head delegate expressed sincere gratitude to the leadership of the Vietnamese Ministry of Public Security and all involved agencies for their professionalism and good will when handling Sweden’s extradition request in accordance with international norms and legal standards.

At the conclusion of the handover, representatives of both parties signed the official record of transfer.

The Swedish delegation then escorted the individual back to Sweden by air.
