During the talks, in an open and frank manner, the two sides intensively discussed various issues of mutual concern regarding national security and law enforcement cooperation.
The Russian side highly appreciated Minister Luong Tam Quang’s visit to the Russian Federation, considering it a significant milestone, contributing to further strengthening bilateral relations.

To expand cooperation in security and crime prevention and control between the Ministry of Public Security of Vietnam and Russian competent agencies in line with the guidelines of the two countries’ top leaders, Minister Luong Tam Quang and the heads of the Security Council and the Ministry of Internal Affairs of Russia agreed to further enhance delegation exchanges at all levels to share information and hands-on crime prevention and control experiences, while promoting other exchange activities to foster friendship and solidarity between the two ministries.
The two sides also consented to effectively implement signed cooperation documents in a practical, effective and substantive manner.

On the occasion, Minister Luong Tam Quang also proposed that the two sides accelerate the negotiation and signing of a new Memorandum of Cooperation (MoC) between the Counter Narcotics Police Department under the Ministry of Public Security of Vietnam and the General Directorate for Drug Control of the Ministry of Internal Affairs of Russia, to replace the MoC signed in 2007.
He also suggested finalizing the Action Plan for key cooperation activities between Vietnam and the Russian Federation in the field of international information security for the 2026–2028 period.
In addition, the guest called for continued effective implementation of the agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on cooperation in the field of international information security, signed in 2018.

* On the sidelines of the 13th International Meeting of High-ranking Officials Responsible for Security Matters, Minister Luong Tam Quang also had separate bilateral meetings with high-ranking officials responsible for security matters from Belarus, China, Nicaragua and Cuba to discuss bilateral cooperation in combating various types of crime and terrorism, and responding to both traditional and non-traditional security challenges.
