Background of 7 leaders and key individuals in the terrorist organization "Montagnard Support Group, Inc.”

1. Y Mut Mlo

- Hometown: Hoger commune, Buon Ho town, Dak Lak province (now Pong Drang town, Krong Buk district, Dak Lak province).

- Permanent residence: The United States of America

- Ethnic group: Ede

- Religion: Protestant
 
 
   




- As the "President" of the terrorist organization "Montagnard Support Group, Inc.", Y Mut Mlo directly recruited and enticed H'Wuêñ Eban to form and lead the armed group "Dega Soldier" (Khan Dega) to carry out terrorist acts in Vietnam, including an attack on Brigade 198 barracks (on June 7 and 8, 2023) and attacks on the headquarters of the People's Committees of the two communes of Ea Tieu and Ea Ktur, Cu Kuin district, Dak Lak (on June 11, 2023). He also promised to provide money, weapons and means for the "Dega Soldiers" group to expand terrorist attacks on neighboring communes.

- In August 2023, the Security Investigation Agency of the Dak Lak Provincial Police Department issued a decision to prosecute the defendant as well as a special arrest warrant for Y Mut Mlo on charges of "Terrorism" under Article 299 of the 2015 Penal Code of Vietnam (amended and supplemented in 2017). In January 2024, the People's Court of Dak Lak province tried in absentia and sentenced Y Mut Mlo to 11 years in prison for the crime he had committed.


2. Y Čhik Niê

- Full name: Y Čhik Niê or Y Čik Niê (other name: Ama Sam)

- Date of birth: 1968

- Hometown: Jung hamlet, Ea Yong commune, Krong Pac district, Dak Lak province

- Permanent residence: The United States of America

- Ethnic group: Ede

- Religion: Protestant

- Y Čhik Niê is the "Vice President" of the terrorist organization "Montagnard Support Group, Inc." He had directed terrorist acts, including attacks on Brigade 198 barracks (on June 7 and 8, 2023) and attacks on the headquarters of the People's Committees of the two communes of Ea Tieu and Ea Ktur, Cu Kuin district, Dak Lak (on June 11, 2023). He also promised to provide money, weapons and means for the "Dega Soldiers" group to continue expanding terrorist attacks to neighboring communes.

- In August 2023, the Security Investigation Agency of the Dak Lak Provincial Police Department issued a decision to prosecute the defendant as well as a special arrest warrant for Y Čhik Niê on the charge of "Terrorism" under Article 299 of the 2015 Penal Code of Vietnam (amended and supplemented in 2017). In January 2024, the People's Court of Dak Lak province tried in absentia and sentenced Y Čhik Niê to 9 years in prison for the crime he had committed.

3. Y But Eban

- Y But Eban is a member of the terrorist organization "Montagnard Support Group, Inc." (in charge of developing forces in the country). He had directed terrorist activities in Vietnam, including an attack on Brigade 198 barracks (on July 7, June 8, 2023) and attacks on the headquarters of the People's Committee of the two communes of Ea Tieu and Ea Ktur, Cu Kuin district, Dak Lak province (on June 11, 2023). He promised to provide money, weapons, and means for the group "Dega Soldiers" to expand terrorist attacks to neighboring communes.

- Y Nien Eya is a member of the terrorist organization "Montagnard Support Group, Inc.", He had directed terrorist activities in Vietnam, including an attack Brigade 198 barracks (on June 7 and 8, 2023) and attacks on the headquarters the People's Committees of the two communes of Ea Tieu and Ea Ktur, Cu Kuin district, Dak Lak province (on June 11, 2023). He also promised to provide money, weapons, and means for the group "Dega Soldiers" to expand terrorist attacks on neighboring communes.

- Ethnic group: Ede
- Religion: Protestant
- Y Sol Niê was a member of the terrorist organization "Montagnard Support Group, Inc." He had been assigned by Y Mut Mlo to enter Vietnam to direct an attack on Brigade 198 barracks (on June 7 and 8, 2023) and attacks on the headquarters the People's Committees of the two communes of Ea Tieu and Ea Ktur, Cu Kuin district, Dak Lak province (June 11, 2023). 
- In June 2023, Y Sol Niê was arrested and prosecuted by the Vietnamese authorities for the crime of "Carrying out terror attacks against the People’s Government" under Article 113 of the 2015 Penal Code of Vietnam (amended and supplemented in 2017). In January 2024, the People's Court of Dak Lak province tried and sentenced Y Sol Niê to life imprisonment for the crime he had committed.

7. H'Wueñ Eban
- Full name: H'Wuêñ Eban, other name Amǐ San
- Year of birth: 1976
- Permanent residence: Sut Mdung hamlet, Cu Sue commune, Cu Mgar district, Dak Lak province
- Ethnic group: Ede
- Religion: Protestant
- H'Wueñ Eban was a member of the terrorist organization "Montagnard Support Group, Inc." She had been entrusted by Y Mut Mlo to be the commander of the terrorist branch in Dak Lak and established the group "Dega Soldiers." She directly recruited personnel, purchased weapons, trained martial arts, and led members of the group "Dega Soldiers to attack Brigade 198 barracks (on June 7 and 8, 2023) and the headquarters of the People's Committees of the two communes of Ea Tieu and Ea Ktur, in the district Cu Kuin, Dak Lak province (on June 11, 2023).
- In June 2023, H'Wuêñ Eban was arrested and prosecuted by the Vietnamese authorities for the crime of "Carrying out terror attacks against the People’s Government" under Article 113 of the 2015 Penal Code of Vietnam (amended and supplemented in 2017). In January 2024, the People's Court of Dak Lak province tried and sentenced H'Wuêñ Eban to life imprisonment for the crime she had committed.

* Organizations and individuals may initiate lawsuits against decisions on inclusion in or removal from the list of organizations and individuals related to terrorism and terrorism financing in accordance with Article 117 of the 2015 Law on Administrative Procedures of The Socialist Republic of Vietnam as follows:
“1. When instituting an administrative lawsuit, the claimant shall make a lawsuit petition in accordance with Article 118 of the Law.
2. Individuals with the full administrative procedure act capacity may make lawsuit petitions by themselves or ask others to do so for them. The items of the plaintiff’s name and address in a petition shall be filled with the individual’s full name and address. The individual shall give his/her signature or press his/her fingerprint on the bottom of the petition.
3. Lawful representatives of individuals who are minors, have lost their civil act capacity, have their civil act capacity restricted or meet difficulties in cognizing or controlling their acts may make lawsuit petitions by themselves or ask others to do so. The items of the plaintiff’s name and address in a petition shall be filled with the full name and address of the lawful representative of the claimant. The lawful representative shall give his/her signature or press his/her fingerprint on the bottom of the petition.
4. Individuals falling in the cases specified in Clauses 2 and 3 of this Article who are illiterate, have vision disability or are unable to make lawsuit petitions by themselves or to give their signatures or press their fingerprints on petitions may ask others to make lawsuit petitions to the witness of the claimant with the full administrative procedure act capacity who shall give signatures on these petitions.".
