Building Public Security Forces’ pre-hospital emergency care capacity

The Ministry of Public Security hosted a national scientific conference themed “Pre-hospital Emergency Care in Vietnam and Requirements for Public Security Forces’ Pre-hospital Emergency Care Training,” on December 30 in Hanoi.

Meanwhile, discussion sessions were moderated by senior experts and leaders from medical institutions and agencies, including the Academy of Security Engineering and Technology, the Department of Health, and the University of Medicine and Pharmacy, Vietnam National University, Hanoi.

In his opening remarks, Deputy Minister Dang Hong Duc emphasized that pre-hospital emergency care (PHEC) constitutes the first and decisive linkage of the emergency medical chain prior to hospital admission, so it plays a pivotal role in minimizing casualties and ensuring social security, safety and order.

He wished that professors, doctors, medical experts and scientists inside and outside the Public Security Forces would in-depth discus the PHEC situation in Vietnam and proposed good solutions to common cases, as well as provide recommendations to enhance the role and contribution of the Public Security Forces in PHEC.

At the conference, leading medical experts presented reports on the general development and current situation of PHEC worldwide, and outlined orientations for human resource development for Vietnam’s PHEC system in general and for the Public Security Forces in particular.

Based on the presentations, healthcare managers, medical specialists, leaders of medical establishments inside and outside the Public Security Forces as well as representatives of police units and localities engaged in in-depth discussions on key topics, including the development of the PHEC system for the 2026–2030 period; the establishment of emergency medical support forces in disaster and catastrophe scenarios; the organization and operation of the PHEC chain; and PHEC capacity building of public security medical personnel in the time to come.

Concluding the conference, Deputy Minister Dang Hong Duc reaffirmed that PHEC is a particularly important task directly associated to people’s lives, stressing that it is an essential capability of a regular, elite and modern Public Security Forces.

The Deputy Minister noted that, as police officers are often present first at emergency scenes, they should be capable of giving first aid, securing the scene and coordinating effectively with medical and rescue forces.

He requested that relevant functional units recommend the Ministry’s leadership to add PHEC to the training curricula of public security academies and schools, while preparing sufficient materials and facilities for the organization of training and refresher courses on standard first-aid for frontline police officiers.
