At the meeting, Minister Luong Tam Quang noted that, since the establishment of diplomatic relations in 1992, the two countries have developed their cooperation steadily and comprehensively across multiple fields, from politics and diplomacy to economic and trade.
He highlighted that high-level visits, including the 2024 visit to Vietnam by President of the National Assembly of Armenia Alen Simonyan and the 2025 visit to Armenia by Chairman of the National Assembly of Vietnam Tran Thanh Man, have helped create a solid political foundation and a new momentum for bilateral cooperation.
Regarding the bilateral law enforcement cooperation, the Minister recalled the 2025 talks between Deputy Minister of Public Security of Vietnam Senior Lieutenant General Tran Quoc To and Deputy Minister of Internal Affairs of Armenia Armen Ghazaryan, saying that the two sides had reached consensus on a wide range of cooperation activities.
Accordingly, both sides agreed to promote the signing of a cooperation agreement between the two ministries, consider agreements on extradition and transfer of sentenced persons, enhance delegation exchanges, share information and experience in crime prevention and control, coordinate investigations through INTERPOL channels, expand training cooperation, and ensure the security and safety of diplomatic missions and citizens in each other’s territories.
Discussing the context of increasingly complex global and regional developments, particularly non-traditional security challenges, Minister Luong Tam Quang proposed that the Armenian Ambassador continue to promote all-level exchanges between the Vietnamese Ministry of Public Security and Armenian law enforcement agencies, especially exchange of expert-level delegations to explore cooperation potential and share experience.
He also suggested that both sides accelerate negotiations and the signing of a cooperation agreement on crime prevention and control, strengthen information exchange and coordination in investigating transnational crimes and pursuing internationally wanted through bilateral channels or INTERPOL and promptly address identity verification requests related to criminal cases.
In addition, the host proposed that the two sides coordinate to ensure security for high-level visits, safeguard citizens of both countries living, studying, investing and traveling legally in each other’s territories, and support each other at international forums and law enforcement cooperation mechanisms, contributing to regional peace and stability.
For his part, Ambassador Suren Baghdasaryan thanked Minister Luong Tam Quang for the reception, affirming that Armenia regards Vietnam as a key partner in Southeast Asia. He expressed delight at the positive developments in bilateral cooperation, particularly in security and law enforcement.
He also emphasized his commitment to serving as an active bridge to connect the two sides further promote cooperation between the two countries, especially between their respective law enforcement agencies, in a deeper, more substantive and effective manner.
