
MPS promotes comprehensive cooperation with Russian partners
Within the framework of his visit to the Russia to attend the first International Security Forum, Minister of Public Security General Luong Tam Quang held separate talks with Russian Minister of Emergency Situations Kurenkov Aleksandr Vyacheslavovich and Minister of Internal Affairs of the Russian Federation Kolokoltsev Vladimir Alexandrovich on the afternoon of May 26 (local time) in Moskva.

During the talks with the Russian Minister of Internal Affairs, Minister Luong Tam Quang and Minister Kolokoltsev Vladimir Alexandrovich agreed that the Ministry of Public Security of Vietnam and the Ministry of Internal Affairs of the Russian Federation have maintained longstanding and effective cooperation.
Accordingly, functional units of the two ministries actively implemented the contents agreed upon during the ministerial meeting in May 2025, exchanging information and sharing experience in crime prevention and combat, coordinating in tracking and arresting wanted fugitives, and co-organizing various training and refresher courses for officers.
In addition, the two sides actively implemented the Action Coordination Program between the Ministry of Public Security of Vietnam and the Ministry of Internal Affairs of Russia for the 2025–2027 period and the Memorandum of Understanding between the Institute of Forensic Science of the Ministry of Public Security of Vietnam and the Forensic Science Center of the Ministry of Internal Affairs of Russia.
Based on the achieved results, the two sides agreed to continue exchanges of delegations at all levels to share information and experience in combating various types of crimes, while creating favorable conditions for the Vietnamese community to live and work legally in Russia, thereby contributing to Russia’s development and bilateral relations.
During the talks with the Russian Minister of Emergency Situations, Minister Kurenkov Aleksandr Vyacheslavovich expressed his delight at meeting Minister Luong Tam Quang again following his visit to Vietnam in March 2026. He highlighted the excellent cooperation results between the functional units of the two ministries.
For his part, Minister Luong Tam Quang underlined that, under the leadership of General Secretary and President To Lam, Vietnam is currently promoting socio-economic development. That evidently leads to increasingly high requirements for more capabilities for fire prevention and fire safety as well as emergency response in key infrastructure sectors such as railways, energy and the oil and gas industry.
To further deepen practical and effective cooperation between the two ministries, the two sides agreed to strengthen information exchange, experience sharing and personnel training in the fields of firefighting and emergency response in railways, high-speed railways and metro systems.
The two sides agreed to organize a joint exercise in this field in 2027.
At the end of the talks, Minister Luong Tam Quang and Minister Kurenkov Aleksandr Vyacheslavovich signed the Plan on Joint Activities between the Ministry of Public Security of Vietnam and the Russian Ministry of Emergency Situations for the 2026–2027 period, which demonstrates the determination of the sides to achieve concrete results of their cooperation.
On the same day, Minister Luong Tam Quang also met with Secretary of the Security Council of the Russian Federation General Sergei Kuzhugetovich Shoigu to discuss issues of mutual concern.
Following the meeting, in the presence of General Sergei Shoigu, Minister Luong Tam Quang and the Director General of the Federal Service for Military-Technical Cooperation of Russia signed regulations on cooperation between the two agencies.
