MPS strengthens cooperation with Russian National Guard

Minister of Public Security General Luong Tam Quang chaired an official welcome ceremony and held talks with Director of the Federal National Guard Service of the Russian Federation General Viktor Zolotov, on April 13 in Hanoi.

At the talks, Minister Luong Tam Quang emphasized that the visit by the head of the Federal National Guard Service of the Russian Federation is of significant importance, providing an opportunity for both sides to exchange views and identify concrete measures to further strengthen cooperation, contributing to making law enforcement collaboration a key pillar in bilateral relations.

For his part, General Viktor Zolotov congratulated Vietnam on the success of the 14th National Party Congress and the first session of the 16th National Assembly, noting that these milestones had marked a new stage of development for the country.

During the talks, the two sides agreed that, in recent years, relations between Vietnam and Russia have developed strongly and comprehensively across multiple fields, including security and law enforcement.

They highlighted that, based on a high level of political trust, cooperation between the Ministry of Public Security of Vietnam and the Russian National Guard has continued reaping big fruits, particularly following the signing of the bilateral cooperation agreement in Moscow in August 2022.

Since the signing of the deal, the two sides have maintained regular exchanges of delegations at various levels to share practical experience in ensuring social order and safety, combating terrorism and organizing specialized training courses on various areas such as police dog handler training, cavalry training and submachine gun shooting.

In the face of increasingly sophisticated and transnational crime, which poses complex challenges to both countries, Minister Luong Tam Quang and Director Viktor Zolotov agreed to promptly develop a detailed roadmap for the implementation of the Joint Action Program for the 2026–2028 period.

The two sides also agreed to enhance exchanges and expand cooperation in training and capacity-building of officers, particularly in special tactical operations such as counter-terrorism, hostage rescue, bomb and mine disposal, response to chemical and radioactive hazards, protection of key facilities and operational coordination.

In addition, cooperation will be promoted in technology transfer and the provision of modern technical equipment.

At the conclusion of the talks, Minister Luong Tam Quang and General Viktor Zolotov signed the Joint Action Program for 2026–2028, establishing a framework for deeper, more substantive and effective cooperation between the two agencies in the coming period.
