National Assembly passes Law amending and supplementing several articles of the Law on Judicial Records

Continuing its 10th session, on the afternoon of December 5, the National Assembly (NA) voted to pass the Law amending and supplementing several articles of the Law on Judicial Records, with 92.39 percent of the vote.

Before the vote, the NA heard Minister of Public Security General Luong Tam Quang, authorized by the Prime Minister, presented a summary report on the revisions, based on NA deputies’ opinions given in the previous sitting, of the draft Law amending and supplementing several articles of the Law on Judicial Records.

According to Minister Luong Tam Quang, numerous views in the draft law reflect a strong spirit of innovation aimed at promoting administrative reform, digital transformation and renovated state management methods of judicial records.

The draft law have revised and supplemented provisions, which allow agencies and organizations to access an individuals’ judicial record information on request, through data connection and sharing between the Judicial Records Database and the National Population Database. So individuals will not need to submit a physical judicial record certificate.

Regarding the relationship between Judicial Record Certificate No. 1, No. 2 and the electronic judicial record Certificate, Minister Luong Tam Quang emphasized that all information on a citizen’s judicial record will be available, like his/her full name or date of birth, in a section of the citizen’s VNeID when the citizen’s electronic judicial record certificate has once been issued.

Finally, the Minister stated that the draft law stipulates that the procedure for the judicial record certificate shall be conducted entirely online, in accordance with the Party’s policy on promoting scientific and technological development, innovation and digital transformation.
