The 2nd Tran Quoc Hoan Award presented to authors of outstanding scientific research projects

On the occasion of the 81st anniversary of the successful August Revolution (1945–2026) and National Day (September 2), the 81st anniversary of the Traditional Day of the People’s Public Security Forces (August 19, 1945–August 19, 2026), and the 21st anniversary of the “All People Protecting National Security” Festival (August 19, 2005–August 19, 2026), the Ministry of Public Security (MPS) held the presentation ceremony for the 2nd Tran Quoc Hoan Award, on the afternoon of August 17 in Ha Noi, Viet Nam.

Overview of the ceremony.

To pay tribute to and honor the immense contributions of the late Minister Tran Quoc Hoan, the first Minister of Public Security, who had laid crucial foundations for theoretical, scientific and technological research within the Public Security Forces, the Minister of Public Security issued Circular No. 34 on March 30, 2021, establishing the Tran Quoc Hoan Award to be conferred on outstanding and exemplary scientific research projects. 

For the 2023–2025 period, the Professional Council selected four projects by reputable dedicated individual scientists and author teams with outstanding achievements and major contributions to the development of science, technology and innovation within the People’s Public Security Forces to receive the award.

Speaking at the ceremony on behalf of the Executive Committee of the Public Security CPV Organization and the MPS leadership, Deputy Minister Le Van Tuyen warmly commended and congratulated the outstanding individual and collective authors honored with the 2026 Tran Quoc Hoan Award. 

The Deputy Minister emphasized that the Resolution of the 14th National Party Congress has outlined 12 major orientations, six key tasks and three strategic breakthroughs to achieve the country’s development goals for the 2026–2030 period with a vision toward 2045, in which science, technology, innovation and digital transformation serve as central drivers of development.

To bolster scientific research, Deputy Minister Le Van Tuyen requested public security science management bodies, under-ministerial agencies and local police departments to innovate their scientific research and management approaches in a practical manner. He urged them to focus on commissioning research to address emerging practical issues, shortcomings and difficulties in real operations, strictly aligning research efforts with the requirements and guidelines set forth in the resolutions and directives of the Party, the State and the Executive Committee of the Public Security CPV Organization.

Regarding scientists, intellectuals, experts, and researchers within the People’s Public Security Forces, Deputy Minister Le Van Tuyen called on them to proactively propose research projects derived from practical needs, thereby contributing to the effective fulfillment of assigned political tasks. He also encouraged them to uphold their sense of responsibility, professional honor and scientific integrity to make even greater contributions to the advancement of science and technology in the People’s Public Security Forces.
