The training course is a follow-up activity to implement the Memorandum of Cooperation between the Ministry of Public Security of Vietnam and the Ministry of Foreign Affairs of the Netherlands on the Convention against Torture for the 2024 – 2026 period.

This training course is of great significance as it aims to build capacity of Vietnamese public security legal lecturers in training on the Convention against Torture.
Delivering his opening speech, Deputy Director of the Department of Legal Affairs and Administrative - Judicial Reforms Major General Vu Ngoc Hung underlined that the training course would help all the officials and police officers involved in the implementation of the Convention against Torture effectively apply the convention into their practical work.

In addition, the training course can help investigators, police officers in charge of criminal judgement execution and detention as well as legal lecturers from police units and agencies to grasp the basic contents of the Convention against Torture as well as acquire training methods and skills to widely disseminate the convention among police officers and enlistees in their units.
During the training course, the attendants will be taught by Clingendael Academy’s lecturers on presentation skills, teaching methods as well as how to create an effective learning environment.

The trainees are expected to acquire not only fundamental knowledge but also essential skills to develop a training program, give a presentation and handle scenarios in the reality.
The trainees will effectively apply the knowledge and skills they acquire from the training course to the practice of implementing the Convention against Torture in Vietnam.
