MPS promotes cooperation in combating human trafficking and illegal migration with European partners

MPS - On the sidelines of the Border Security Summit held in London, United Kingdom (UK), Minister of Public Security General Luong Tam Quang hosted bilateral talks with the UK Home Secretary and the French Minister of the Interior, as well as met with leaders of several European countries’ law enforcement agencies on March 31, 2025.

* At the talks with UK Home Secretary Yvette Cooper, the two head delegates agreed that, in recent years, the Ministry of Public Security of Vietnam and the UK Home Office have closely cooperated in addressing issues related to migration, immigration management and crime prevention and control, as well as teamed up to investigate and handle human trafficking and illegal migration cases involving citizens of the two countries.

Additionally, the two sides also effectively implemented  a number of cooperation agreements in these fields and successfully organized three annual working sessions of the Vietnam–UK Migration Dialogue at the deputy ministerial level.

The two sides agreed to strengthen annual exchanges of delegations at all levels to further promote cooperation between the two ministries, while actively implementing signed cooperation documents, such as the Memorandum of Understanding (MoU) on countering human trafficking, the MoU on immigration information sharing and the MoU on migration issues.

At the end of the talks, Minister Luong Tam Quang and UK Home Secretary Yvette Cooper signed an Action Plan on combating human trafficking between the two ministries.

* During the meeting with French Minister of the Interior Bruno Retailleau, the two sides noted that, on the basis of the flourishing bilateral relations between the two countries, the Ministry of Public Security of Vietnam and the French Ministry of the Interior achieved numerous positive results of the bilateral cooperation in various areas, including crime prevention and control, illegal immigration prevention, fire prevention and rescue, as well as building capacity of Vietnamese public security officers to participate in UN peacekeeping operations.

The two head delegates also highlighted the significance of signed agreements between the two ministries, including the MoU on the repatriation of one country’s citizens residing illegally in the other, the MoU  on cooperation in combating illegal migration, the agreement on cooperation in ensuring social order and safety and the agreement on extradition, laying laid a solid legal foundation for cooperation between the two countries’ law enforcement agencies.

In the context of the growing traditional and non-traditional security threats on national security of both Vietnam and France, the two sides stressed the need to accelerate the negotiation and signing of an MoU on cooperation in immigration matters and a government-level MoU on the repatriation of one country’s citizens residing illegally in the other.

On this occasion, Minister Luong Tam Quang also proposed that the French Ministry of the Interior support the Ministry of Public Security of Vietnam in building capacity of Vietnamese public security officers to participate in United Nations peacekeeping missions as well as training French language forVietnamese public security officers.

* As part of the working trip, Minister Luong Tam Quang also met with leaders of various European law enforcement agencies, including Commander of the UK Border Security Command Martin Hewitt, Minister of the Interior of Spain Fernando Grande-Marlaska and Minister for Justice, Home Affairs and Immigration of Ireland Jim O'Callaghan, to discuss approaches to further promote strategic and comprehensive cooperation in the field of security and law enforcement with the partners.

At all talks and meetings, the parties strongly affirmed their commitment that no organizations or individuals would be allowed to take advantage of one country’s territory to carry out activities undermining the national security of the other.

* Earlier, Minister Luong Tam Quang and the high-ranking delegation of the Ministry of Public Security also visited and had a working session with the staff of the Vietnam Embassy in the UK.
