MPS seeks to strengthen cooperation with Japanese partners

MPS - Minister of Public Security General Luong Tam Quang hosted a reception for former Special Ambassador for Vietnam – Japan Sugi Ryotaro, on the afternoon of March 20, 2025.

Speaking at the meeting, Minister Luong Tam Quang acknowledged and highly appreciated the significant contributions made by Mr. Sugi Ryotaro to promoting the friendly friendship between the two countries in general and cooperation between the Ministry of Public Security (MPS) of Vietnam and relevant Japanese agencies in particular.

Minister Luong Tam Quang underlined that Vietnam–Japan cooperation has been thriving across all fields over the past time, especially after the upgrading of bilateral relations to a “Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World” in November 2023.

In the field of law enforcement, Minister Quang released that Vietnam’s MPS and Japanese law enforcement agencies maintained close ties and implemented numerous cooperation activities over the past years, notably the signing of a Memorandum of Cooperation between Vietnam’s MPS and the National Police Agency of Japan on combating transnational crime and enhancing law enforcement capacity in May 2024.

To further strengthen cooperation between Vietnam’s MPS and Japanese counterparts, Minister Quang hoped that Mr. Sugi Ryotaro, in his position as Senior Advisor to Japan’s National Police Agency, Ministry of Justice and Ministry of Health, Labour and Welfare, will continue to play an active role in enhancing information exchange and boost coordination between Japan’s National Police Agency and MPS-affiliated units in the field of crime prevention and control.

The host also proposed that the guest further promote cooperation between Japan’s Ministry of Health, Labour and Welfare and the Department of Health and hospitals under MPS in developing smart hospital management systems, enhancing medical service quality and fostering human resource development in key areas, such as preventive medicine, rehabilitation, nursing, oncology, cardiology and gastroenterology, while calling for strengthened collaboration in the transfer of medical technology and equipment to support Vietnam’s healthcare sector.

Additionally, Minister Luong Tam Quang urged the former Ambassador to advise Japan’s Ministry of Justice on stepping up the execution of requests for transfer of sentenced persons between Vietnam and Japan as well as accelerating negotiations and the signing of an extradition agreement,  contributing to creating a legal framework for bilateral counter-crime cooperation.

Sincerely thanking Minister Luong Tam Quang for the meeting, former Special Ambassador Sugi Ryotaro affirmed that, with his deep and long-standing affection for the Vietnamese people in general and MPS in particular, he will continue to support and promote reliable and effective cooperation between Vietnam’s MPS and relevant Japanese agencies, contributing to safeguarding national security and ensuring social order and safety in each country.
