Leaders of the department regularly innovated forms and contents of the movements and attached them to the sector’s political tasks, creating motivation for all officers to accomplish their assignments.
The leadership of the department paid much attention to the budget management, investment management, thrift practice and the fight against waste.
The department effectively assisted the Central Public Security Party Committee and leaders of the Ministry of Public Security in drafting plans on budget allocation, investment, State management of public assets as well as regulations on the use of logistics, equipment, assets and bidding in the People's Public Security Forces.

It also advised the ministry to complete the system of legal documents on finance, budget, accounting, investment, planning, the use of public assets and sets of related standards and norms applied to the People's Public Security while seriously performing its functions of inspection, supervision, internal audit.
For their outstanding achievements in the period of 2025 - 2030, a number of officers and units of the Department of Planning and Finance have been commended and awarded emulation titles. Notably, the Department of Planning and Finance was awarded the First Class “Fatherland Protection” Medal by the State of Vietnam, the Third Class “Labor” Medal by the Lao People's Democratic Republic, two Certificates of Merit by the Prime Minister and two Certificates of Merit by the Ministry of Public Security.
Speaking at the conference, Major General Pham Truong Giang congratulated the outstanding officers and units on their awards for their great achievements in the emulation movement in the period 2020 - 2025.

In order to implement the emulation movement more effectively in the period 2025 - 2030 and the special course of political activities to celebrate the 80th founding anniversary of the People's Public Security Forces and the 20th anniversary of the National Day for National Security Protection, Major General Pham Truong Giang requested all officers and units to be competent at strategic forecasting as well as at advising the Central Public Security Party Committee and leaders of the Ministry of Public Security on finance, budget, planning and investment.
According to him, in-charge officers and units should be disciplined but proactive and flexible in budget management, meeting the requirements of regular and emergency operations of the entire Public Security Forces while the department should invest in strengthening the material and technical potential of the public security units and agencies with priority given to the grassroots-level forces, direct combat forces, forces stationed in key areas, remote areas, border areas and on islands.
The director underscored that the Party committees and the commanding officers of all units under the department should have appropriate plans to carry out special political activities to celebrate the 80th founding anniversary of the People's Public Security Forces and the 20th anniversary of the National Security Protection Day.
