At the meeting, a number of decisions were also announced. They included decisions to stop the operation of the district-level administration, the establishment of the Party Committees, People’s Councils, People’s Committees and Vietnam Fatherland Front Committees of the newly-established Phu Tho province and its associated communes and wards as well as decisions on the appointments of key leaders of the new province.
Member of the Politburo and Minister of Public Security General Luong Tam Quang, Head of the Central Steering Committee responsible for supervising the implementation of the 11th Party Central Committee’s Resolution in Phu Tho, Vinh Phuc and Hoa Binh provinces pursuant to Decision No. 284 of the Party Central Committee, attended the ceremony and delivered a keynote speech.

The meeting was also attended by Member of the Party Central Committee, Member of the National Assembly’s Standing Committee, Chairwoman of the Committee for Deputies’ Affairs and Deputy Head of the Central Commission for Organisation Nguyen Thanh Hai, and representatives from central ministries, branches and agencies.
Pursuant to Resolution No. 60 issued by the Party Central Committee on the merger of Phu Tho, Vinh Phuc and Hoa Binh provinces, the leadership of the three localities has completed the merger of administrative units, the reorganization of the local government apparatus, the dissolution of the district-level administration and the establishment of the new Party organization and the new government for the newly formed province of Phu Tho as well as 148 new communal-level administrative units.

At the ceremony, Chairwoman of the Committee for Deputies’ Affairs and Deputy Head of the Central Commission for Organisation Nguyen Thanh Hai announced resolutions and decisions issued by the Politbur o, the Secretariat, the National Assembly, the Prime Minister and the Central Committee of the Vietnam Fatherland Front on the establishment of the political system of Phu Tho province, including the establishment of the provincial Party Committee and the appointment of its Executive Committee, Standing Board and other leadership positions in the Party organization and government of the province.
On behalf of the Party and State leadership, Minister Luong Tam Quang presented the resolutions and decisions on the establishment of Party organizations and appointments of key officials to leadership positions within the new political system of Phu Tho province.

Congratulating the new Party Committee, new government and the entire people of Phu Tho province as well as the officials entrusted with leadership responsibilities, Minister Luong Tam Quang stated that the Party and State’s policy on the restructuring of the local-level political and administrative systems is not only an administrative reform, but also a strategic initiative of profound political, organizational and practical significance with the aim of enhancing the effectiveness and efficiency of State governance, and better serving the people.

Minister Luong Tam Quang emphasized that the new two-tier local government of Phu Tho should immediately execute their functions and responsibilities from July 1, 2025, and that all political administrative systems should run seamlessly without any interruptions or delays, contributing to providing better services to citizens and businesses.
