MPS holds primary responsibility for the drafting of National Security and Safety Index

MPS - The Ministry of Public Security (MPS) held a national scientific conference themed “Improving the Theoretical Framework for the National Security and Safety Index”, on April 24, in Hanoi.


Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung, Deputy Head of the Government’s Steering Committee for the development of the National Security and Safety Index, chaired the conference.

On September 5, 2019, the Politburo issued Resolution No. 51-NQ/TW on the National Security Protection Strategy, which requires the development of a National Security and Safety Index.
 

Overview of the conference.


The index is envisioned as a tool to measure the national security and safety status, evaluate the implementation of strategies, policies and laws on security and safety as well as weigh people’s feelings of the safety in their lives.

This tool will also help identify emerging security challenges that must be prioritized to address in order to protect political stability, national security social order and safety and human security for the sake of sustainable national development.

The conference organizing committee received 36 research papers from leaders of ministries, sectors and agencies as well as from scholars and experts within and outside the Public Security Forces. The studies focused discussion on key theoretical aspects and offered in-depth reviews of the draft theoretical framework for the National Security and Safety Index.

At the conference, delegates also exchanged their views and insights on the overall theoretical framework of the index, and discussed challenges and issues during the process of drafting it.

In his concluding remarks, Deputy Minister Le Quoc Hung acknowledged and highly appreciated the scientific contributions by researchers, ministry leaders and members of the Steering Committee.

The Deputy Minister stressed that the development of the National Security and Safety Index is a strategic significant mission as it contributes largely to protecting the Fatherland early and from afar and laying ground for Vietnam’s advancement in a new era of national development.

Regarding major tasks in the coming time, Deputy Minister Le Quoc Hung requested all relevant ministries and sectors, particularly the drafting units, to have a strong sense of responsibility and determination to  successfully fulfill the mission entrusted by the Politburo and the Government.

He also stressed the need to meet the set of quality standards and deadline set by the Steering Committee.
