MPS holds scientific conference on project to perfect criminal judgment execution mechanism

MPS - The Ministry of Public Security (MPS) held a scientific conference to discuss the project to perfect the criminal judgment execution mechanism in accordance with Resolution No. 27-NQ/TW on April 22, in Hanoi.

Deputy Minister of Public Security Lieutenant General Le Van Tuyen, Head of the Steering Committee for the Project, chaired the conference.

Resolution No. 27-NQ/TW of the 13th Party Central Committee on continuing to complete the socialist rule-of-law State of Vietnam outlines new, urgent and profound requirements in the field of criminal judgment execution, which particularly underlines the need to strengthen inmate management and education, safeguard human and civil rights and promote the strong application of scientific and technological advancements in the field.

In the current context where the building of a rule-of-law State and human rights are of great concern, criminal judgement execution should be considered as the key policy that facilitates human rights State management as well as crime prevention and the building of a safe society.

The facts requires a more comprehensive criminal judgment execution mechanism.

At the conference, delegates clarified the theoretical and practical foundations for an improvement on the current criminal judgment execution mechanism in the current context.

They also provided objective assessments of current practices of the judgment execution sector, identified current difficulties and proposed a number of solutions, including improving legal frameworks, institutional structures, human resource development, physical infrastructure, inter-agency coordination and the application of advanced technologies.

Addressing the conference, Deputy Minister Le Van Tuyen underlined that criminal judgment execution is an indispensable component of the law enforcement process, adding that the work plays a decisive role in asserting the authority of the law and ensuring the efficiency of court judgments even though criminal judgment execution is in the final phase of the proceedings.

The Deputy Minister  stressed that criminal judgment execution is closely associated with the protection of human rights and citizens’ rights and clearly reflects the leniency policy of the Party and State, helping those who had violated the laws recognize their wrongdoings, self-correct their behavior and successfully reintegrate into society as useful citizens.

Concluding the conference, Deputy Minister Le Van Tuyen requested the Police Department of Prison, Correctional Institution and Juvenile Reformatory Management, the standing agency for drafting the project, to thoroughly study the reports and comments of delegates, noting that their opinions and recommendations would held strengthen the theoretical and practical foundations as well as the feasibility of the project.
