MPS launches 50-Day campaign to issue Level-2 e-ID accounts for foreigners
MPS - The Ministry of Public Security (MPS) has launched a 50-day campaign, starting from July 1 to August 19, to issue Level-2 electronic identification (e-ID) accounts to eligible foreign nationals.
The move is seen as an effort of Vietnam to create favorable conditions for foreign expats to legally reside, work and study in the country.

The issuance of e-ID accounts aims to simplify administrative procedures, allowing foreigners to access a range of public services online with reduced paperwork and time while still ensuring data authentication of foreign expats and protecting their legitimate rights during living and working in Vietnam.

Holders of a Level-2 e-ID account can use the VNeID application for various digital utilities, including identity verification in banking transactions, rental registration, access to public services and digital storage of residence permits and legal documents.
Application Procedures for Level-2 e-ID Accounts
Step 1: Foreign nationals visits the Immigration Department under the Ministry of Public Security to request issuance of a Level-2 e-ID account.
Step 2: The applicant presents his/her passport or valid international travel document and accurately completes Application Form TK01, issued under Decree No. 69/2024/ND-CP dated June 25, 2024, on electronic identification and authentication.
Required information includes a verified mobile phone number, an email address (optional) and any other data to be integrated into the e-ID account.
Step 3: The immigration officer inputs the applicant’s data into the electronic identification system, captures his/her facial image and fingerprints, and confirms the successful application for e-ID account registration.
Step 4: The Immigration Department submits the e-ID issuance application to the Electronic Identification and Authentication Management Agency.
Step 5: The Electronic Identification and Authentication Management Agency notifies the registration outcome via the applicant’s VNeID application, his/her verified mobile phone number or his/her email address.
Application Reception Time: Business hours from Monday to Friday (excluding weekends and public holidays).
Required Documents: Passport or valid international travel document; completed form TK01; any other information required for integration.
Processing Time:
Within 3 working days if biometric data (facial image and fingerprints) is already stored in the National Immigration Database.
Within 7 working days if such data is not yet available.
Eligible Applicants: Foreign nationals holding valid temporary or permanent residence cards in Vietnam.
Result Notification: Via VNeID, verified mobile phone number or email.
Fees: None.
Special Provisions for Minors and Legal Dependents:
Foreign nationals under 14 years old, or those under guardianship/legal representation, must be accompanied by the guardian or legal representative during the application process.
Guardians or legal representatives shall use their own verified mobile numbers to register the e-ID account for children aged 6 to under 14 and individuals under legal guardianship or representation.
