Of them, some had had their imprisonment sentences shortened by court, the others had been sentenced for the first time or made much progress when serving their sentences at the prison. All of them had to have clear residential addresses, finished their additional sentences (if they had) and served at least half of their sentences.
Early conditional release is a judicial measure in the execution of imprisonment sentences that has just been added to the Penal Code and Criminal Procedure Code of Vietnam. This measure expresses the humanity and clemency policy of the Party and State while contributing to preventing crimes as well as encouraging prisoners to well serve their sentences, and offering prisoners with progress chances to re-integrate into the community.

Speaking at the ceremony, Colonel Nguyen Thanh Cua, Vice Chief Warden of the Prison, congratulated the 07 prisoners on their early release, and encouraged them to strictly follow the laws of the State and other regulations by the local authorities to soon re-integrate into the community and become good citizens. He also encouraged the remaining prisoners to make further progress in working, learning and observing the regulations of the prison to soon enjoy the humanity and clemency policy of the Party and State.
