Da Loc is a mountainous commune 25 km away from the district center, and all people of its Village No. 1 are of ethnic minorities.
Due to its high terrain, local people have to carry water from the streams at the foot of the Sac mountain to the village for their daily use during the dry season.

The well is over 130m deep, costing 130 million VND in total, of which 100 million VND was sponsored by the Women’s Union chapter of the Dong Xuan District Police Station and other benefactors, while the remaining amount was mobilized from the community by the local authority.
The new well will provide fresh water to more than 250 residents in the village.
By now, the benefactors have supported the district to build 3 water wells costing 240 million VND, a house of compassion at a cost of 50 million VND and a number of gifts worth over 50 million VND.
