On the basis of the Vietnamese laws and international law, the Ministry of Public Security labeled “Triều Đại Việt” as terrorist group.
1. The “Triều Đại Việt” Organization was established by former members of a terrorist organization called the “Provisional National Government of Việt Nam” in January 2018.
- It is based at 31 RVE Meunited West, Laval, Quebec, Canada and has phones numbers: 001.438-220-8089, 01.450-634-0212. The organization runs various websites and media channels, including Triều đại Việt, Free Bibet, Hoàng Kỳ, Giải độc chính trị (Political detoxification), Việt Nam Today, Việt tự do (Free Việt), Radio tiếng nói quốc dân (Radio channel for nation’s people), among others.
- The organization is led by Ngô Văn Hoàng Hùng, born in 1952 in Tiền Giang province, who has Canadian citizenship and titled himself Commander-in-Chief of the “Triều Đại Việt” organization; Trần Thanh Đình, born in 1957 in Nam Định province, German citizenship, who named himself as the Deputy Prime Minister of the “Triều Đại Việt” organization; Ngô Mạnh Cương, born in 1961 in Ho Chi Minh City, holding French citizenship, appointed himself as head of the General Department for Special Operations; and Huỳnh Thanh Hoàng, born in 1976, holding American citizenship, acts as spokesperson for the “Triều Đại Việt” organization.
- The organization pursues a policy of violent acts against the government and people of Vietnam with its motto of "Burn all, Kill all, Destroy all, Pillage all." In doing so, it finances and instructs its affiliates in Vietnam to carry out terrorist and destruction activities, and incites people to stage demonstrations, and riots to overthrow the people’s administration. It has sent tens of thousands of US dollars and hundreds of millions of VND to its members in Vietnam to purchase weapons, make bombs, mines and flags, and illegally print leaflets and slogans with contents against the State of Vietnam.
- The organization’s terrorist activities:
(1) Leaders of the “Triều Đại Việt” directed its affiliates in Vietnam to establish many "military zones" located in the Northern provinces, the South-central provinces, and the Southwestern provinces with the aim of building up forces and expanding their operation scales and domains. The organization also funded its affiliates in Vietnam to purchase weapons, make explosives and carry out terrorist attacks on Vietnamese government buildings and public areas.
(2) Ngô Văn Hoàng Hùng directed a group of six subjects led by Nguyễn Khanh to bomb the Ward 12 Police Post in Tan Binh District, Ho Chi Minh City, which injured an innocent civilian and damaged six motorbikes. This group also planned to set off bombs at local officials’ houses, but the plan was foiled by the police.
(3) In July 2018, “Triều Đại Việt” members, namely Nguyễn Minh Tấn, Phạm Trần Phong Vũ, Võ Công Hải and Hứa Hoàng Anh, received three hand-made bombs from Nguyễn Khanh and exploded the back gate of the Hau Giang Provincial Police Department but the explosion did not cause damage to people and property.
(4) In August 2018, Ngô Văn Hoàng Hùng directed a terrorist group so-called "Phantom Squad" based in Thailand led by Nguyễn Văn Hùng, together with six other Vietnamese to infiltrate into the southern localities of Vietnam from Cambodia and planned to set off bombs during the National Independence Day (September 2) that year but the plan was defeated by the police.
(5) In September 2018, Ngô Văn Hoàng Hùng directed Trần Văn Đoan, Điểu A Nam, Điểu Lé to entice 15 other subjects in Bình Phước province to establish the "Central Highlands war zone" to make, test explosives and hide weapons but they were detected and stopped by the Vietnamese functional forces.
The Vietnamese functional agencies have so far arrested and prosecuted 17 individuals affiliated to the “Triều Đại Việt” terrorist organization and issued a wanted notice for two other members of the “Triều Đại Việt” accusing of "Carrying out terrorist acts against the people's administration" according to Article 113 of the Vietnam’s 2015 Penal Code (amended in 2017).
2. As the “Triều Đại Việt” is listed as a terrorist organization, anyone who participates in the organization, attempts to recruit members for the organization, sponsors or receives funding from it, take part in its training courses, or follows its instructions will be charged with “terrorism” and “sponsoring terrorism” and handled in pursuance of Việt Nam’s laws
