Elevating the People's Public Security Forces' foreign relations work to new heights

The conference was chaired by Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang.

Present at the conference were also Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, Member of the Party Central Committee and Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu, and Vice Chairman of the National Assembly's Committee for National Defense, Security, and Foreign Affairs Major General Nguyen Quoc Hung.

According to a report presented at the conference, over the past one year, the Public Security Forces have seriously implemented Resolution No. 59-NQ/TW, and achieved a number of important and practical results of foreign affairs and international integration.

The Public Security Forces have proactively enhanced the quality of strategic research and forecasting, providing timely advice to the Party and State on policies and strategies to safeguard national sovereignty and interests. Further, the PPSF have boosted coordination with other ministries and agencies in handling foreign affairs issues effectively, contributing to protecting national security from early on and from afar.

In addition, the Public Security Forces have worked closely with foreign partners in extraditing and handing over wanted persons, as well as dismantling transnational and high-tech crime rings. Meanwhile, the network of overseas representative offices and liaison officers of the Ministry of Public Security has been continuously expanded, helping protect the rights and interests of Vietnamese citizens abroad and enhancing strategic trust with international partners.

At the conference, authorized by the Party and State leaders, Minister Luong Tam Quang presented the Second-class Fatherland Protection Order to the Department of Foreign Relations and the Third-class Fatherland Protection Order to Lieutenant General Dang Xuan Hong, Director of the Department of Foreign Relations, Ministry of Public Security.

In his guiding speech, on behalf of the Public Security Central Party Committee and the leadership of the Ministry of Public Security, Minister Luong Tam Quang recognized and highly appreciated the achievements in foreign affairs and international integration in the fields of security and public order, as well as the implementation of Politburo Resolution No. 59 across the entire Public Security Forces over the past period.

Regarding future directions, Minister Luong Tam Quang requested the entire Public Security Forces to have unified perception and determined action in promoting foreign affairs and international cooperation. He emphasized that all foreign affairs activities should produce concrete, substantive and measurable outcomes that directly serve strategic security and order tasks.

The Minister pointed out that the main focus of the Public Security Forces’ foreign affairs in the coming time is to proactively address complex external security and order factors; reinforce security belts and security postures beyond national borders and across new domains; and protect Vietnamese organizations and individuals abroad under the principle: "Security must be guaranteed wherever the interests of Vietnamese individuals and organizations extend."

Minister Luong Tam Quang stressed that the foreign affairs sector of the Public Security Forces should elevate strategic advisory work to safeguard national sovereignty and interests, while effectively attracting high-quality human resources, technology and development resources to contribute specifically to the double-digit growth target.

Vietnam also needs to play an active, leading role in conflict prevention, crisis control, cybersecurity, search and rescue, and peacekeeping, while promoting initiatives, rules and cooperation mechanisms for emerging security issues.
