Enhancing the efficacy and efficiency of state management over drug rehabilitation and post-rehabilitation management

The Ministry of Public Security held a conference, on August 6, 2026, in Hanoi, to review the results of the handover and implementation of state management duties regarding drug rehabilitation and post-rehabilitation management.

Delivering the opening remarks, Deputy Minister Nguyen Van Long emphasized that the transfer of the state management of drug rehabilitation and post-rehabilitation management to the Ministry of Public Security is a major policy of the Party and State. The transition aims to strengthen unity, centralization and consistency in drug prevention and control, while closely linking the prevention, combat, and handling of drug crimes with drug rehabilitation and post-rehabilitation management. This represents not only a change in functions and duties but also a fundamental transformation in management methods, approaches, and accountability in drug rehabilitation and post-rehabilitation work—a deeply humane mission that reduces the "demand" for drugs and contributes to ensuring security, order and social safety.

More than one year after assuming these responsibilities, thanks to the close attention of the National Assembly, the Government and local Party committees and authorities, alongside the support and coordination of various sectors, and especially the high determination and efforts of public security units and local police forces in providing strategic advice and execution, the handover, reception and management of drug rehabilitation establishments have been carried out safely, smoothly and without disruption.

Addressing the conference on behalf of the Executive Committee of the Public Security CPV Organization and the Ministry of Public Security, Minister Luong Tam Quang highly appreciated and commended the achievements and results recorded in state management duties for drug rehabilitation and post-rehabilitation management over the past year.

Discussing the outlined directions and tasks, Minister Luong Tam Quang emphasized the need to bring all aspects of operations into structured order and enhance the quality and efficiency of implementing the new provisions of the 2025 Law on Drug Prevention and Control. This includes enforcing new processes, regulations, and solutions for literacy education and vocational training; tightening discipline and order; cultivating life skills; and effectively executing fundamental professional operations within rehabilitation work.

The Minister urged a highly concentrated effort to screen drug users, organize rehabilitation, provide vocational training, arrange post-rehabilitation employment, and manage individuals after rehabilitation, identifying this as a pivotal, core phase closely linked to tightening discipline, order and character education.

In particular, he called for a decisive shift in mindset from "managing drug addicts" to "governing the human rehabilitation process," thereby bringing about a substantive transformation in law awareness, compliance, occupational skills, community reintegration capacity, and the non-relapse rate of individuals who have undergone rehabilitation.
