
General Secretary To Lam visits National Data Center
Party General Secretary To Lam paid a visit to the National Data Center (NDC) in the Hoa Lac Hi-Tech Park, Hanoi, on the afternoon of December 29, 2025.

The General Secretary were followed by several high-ranking officials, including Deputy Prime Minister Nguyen Chi Dung; Chief of the Party Central Committee’s Office Pham Gia Tuc; Head of the Central Commission for Policy and Strategy Nguyen Thanh Nghi; and Minister of Finance Nguyen Van Thang, among others.
Representing the Ministry of Public Security were Member of the Politburo and Minister of Public Security Luong Tam Quang, and Deputy Minister of Public Security Senior Lieutenant General Nguyen Van Long.
At the meeting, the General Secretary and the delegation listened to a report by NDC Director Major General Nguyen Ngoc Cuong, who briefed delegates on an overview of the NDC, its construction process and its initial operational results.
In his report, Major General Nguyen Ngoc Cuong also pointed out a number of difficulties, challenges and bottlenecks facing the Center, underscored the importance of mastering core technologies, particularly proprietary cloud technologies, blockchain, artificial intelligence (AI) and large language models (LLMs).
Speaking at the working session, on behalf of the Party and State leadership, General Secretary To Lam acknowledged and acclaimed the great assistance of the Ministry of Public Security and support of relevant ministries and agencies for the center, saying that this had helped the NDC be operational ahead of the plan.
The General Secretary stressed that data resources constitute a vast and inexhaustible asset, noting that the more effectively data is exploited and utilized, the greater the value it generates.
He emphasized that, if properly harnessed, data can serve as an unlimited resource for socio-economic development, social progress, human-centered governance and state management.
General Secretary To Lam further affirmed that investment in data can bring about significant socio-economic benefits as well as make an especially important contribution to ensuring national security and defense.
The General Secretary underlined that the construction and operation of National Data Center No. 1 has laid an important foundation for the country to improve data infrastructure and create a strong momentum for the development of a digital economy, a digital society and a digital government in the coming period.
Regarding future orientations, the General Secretary requested that the center enhance exploitation and analysis of data so as to create more value of data, transform data into knowledge, turn data into good polices, practical products and services for society and the people.
He also stressed the need to build the NDC as the real “heart” of a data economy and a data society, and the “brain” directly and effectively supporting the leadership and governance of the Party and the State, as well as the functioning of society as a whole.
The General Secretary required that the center attach importance to human resource development as well as set special mechanisms and policies to attract high-quality human resources for its key and core operational positions, such as Chief Engineer and Chief Architect.
He suggested strengthening international cooperation with major corporations to facilitate the transfer of core technologies and build capacity of personnel.
Speaking at the working session, on behalf of the Public Security Central Party Committee, the leadership of the Ministry of Public Security and all officers and staff of the Center, Minister Luong Tam Quang expressed sincere thanks to the General Secretary for his instructions, and promised to promptly translate them into concrete actions and ensure their effective implementation.
