
MPS reviews organization and personnel work
The Ministry of Public Security (MPS) held a meeting to review the organization and personnel work in 2025 and roll out the 2026 work plan for the organization and personnel sector, on the afternoon of December 24, in Hanoi.

Member of the Politburo and Minister of Public Security General Luong Tam Quang attended and delivered a keynote speech at the meeting.
In 2025, the Department of Organization and Personnel effectively fulfilled its function as an advisor to the Public Security Central Party Committee and the MPS leadership in terms of organization and personnel, internal political protection, personnel policies, social and health insurance for the Public Security Forces, while attaching importance to Party building, making an important contribution to the overall achievements of the entire Public Security Forces.
In recognition of its outstanding performance, the Department of Organization and Personnel was honored by the Party and the State in 2025 with the title Hero of the People’s Armed Forces in the Renovation Period.
At the meeting, delegates reviewed and analyzed strengths and shortcomings in organization and personnel work during 2025, reached consensus on its key tasks in 2026, while representatives from public security units and agencies shared their practical experience and good methods of carrying out personnel and organization work.
In his remarks, Minister Luong Tam Quang acknowledged and commended the Department of Organization and Personnel and the entire organization and personnel sector for their achievements in 2025.
Emphasizing three key task groups for the entire sector in the period ahead, the Minister requested that the department should make detailed assessment of the entire organization of the two-tier local police model and advise the higher-level authorities to further perfect the internal structure of police units of each local level, while clearly assigning and defining the functions, missions and designated authorities of each local police level toward an operational efficiency and effectiveness of the local police system.
He suggested bringing into full play the human resources to realize the Party’s strategic objectives, saying that the Public Security Forces should take the lead in implementing the staffing and training policies, support policies for personnel as well as in advising the higher-level authorities on new policies and coordinating with other sectors and localities to build high-quality human resources capable of meeting increasingly demanding task requirements in the new context.
