
MPS strengthens cooperation with Russian counterparts
Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung hosted separate meetings with Deputy Director of the National Guard of the Russian Federation Oleg Plokhoi and State Secretary and Deputy Minister of Internal Affairs of the Russian Federation Igor Zubov to discuss cooperation between the Ministry of Public Security of Vietnam and Russian law enforcement agencies, on the morning of December 9 in Hanoi.

At the meetings, Deputy Minister Le Quoc Hung and the leaders of the Russian law enforcement agencies agreed that the bilateral cooperation has become more effective this year compared to 2024. Particularly, the two sides promoted delegation exchanges at all levels, signed cooperation documents and jointly organized professional training and capacity-building courses for officers in both Vietnam and Russia.
The two sides also actively exchanged information and shared experience in crime prevention and control, while closely coordinating in the investigation and handling of criminal cases involving citizens of the two countries.
In the context of rapid and complex global and regional developments, where traditional and non-traditional security challenges are intertwined, posing threats to national security in many countries, including Vietnam and the Russian Federation, Deputy Minister Le Quoc Hung, Mr. Igor Zubov and Mr. Oleg Plokhoi agreed that the two countries should continue strengthening cooperation in combating crime of all types, especially transnational organized crime, human trafficking, illegal migration and drug-related crime.
Both sides also agreed to expand cooperation in professional training and capacity-building for officers of the two countries, particularly in the areas of mobile police, special operations and rapid response units; police canine training; cyber security and information security; the use and countermeasures against unmanned aerial vehicles; and forensic science.
In addition, the two sides reaffirmed their commitment to effectively implementing existing cooperation documents, such as the Agreement on Cooperation between the Ministry of Public Security of Vietnam and the National Guard of the Russian Federation; the Joint Action Coordination Program between the Ministry of Public Security of Vietnam and the Ministry of Internal Affairs of Russia for 2024–2026; and the Memorandum of Understanding between the Institute of Forensic Science under the Ministry of Public Security of Vietnam and the Forensic Science Center under the Ministry of Internal Affairs of Russia.
Deputy Minister Le Quoc Hung expressed his confidence that, based on the long-standing traditional friendship between the two countries, cooperation between the Ministry of Public Security of Vietnam and Russian law enforcement agencies will continue to deepen and become increasingly effective, contributing to maintaining security, safety and stability in both countries as well as in the region and the world.
