Politburo and Secretariat’s Inspection and Supervision Delegation No. 17 announces draft report on inspection of Standing Board of Quang Ninh Provincial Party Committee

Representatives from Quang Ninh province included Member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee and Head of the Quang Ninh Provincial National Assembly Delegation Quan Minh Cuong; Permanent Deputy Secretary of the Quang Ninh Provincial Party Committee and Chairwoman of the Quang Ninh Provincial People’s Council Trinh Thi Minh Thanh; Deputy Secretary of the Quang Ninh Provincial Party Committee and Chairman of the Quang Ninh Provincial People’s Committee Bui Van Khang; and the Deputy Secretary of the Quang Ninh Provincial Party Committee and Chairman of the Quang Ninh Provincial Committee of the Vietnam Fatherland Front.

According to the Politburo’s decision, the second-phase inspection and supervision focused on the organization and operation of local agencies and units in the two-tier local government model; tasks and solutions to ensure an average growth rate of 10% or higher during the 2026–2030 period; and the leadership and implementation of Politburo Resolution No. 57 and related documents.

The inspection report showed that the restructuring of administrative units under the two-tier local government model had been seriously implemented by Quang Ninh province in line with the Central Government’s guidelines; as a result, all local state management agencies and units have operated stably since July 1, 2025.

The organization of the political system of Quang Ninh province has basically been consolidated, while cadres, civil servants and public employees have been arranged appropriately according to job positions.

Although being streamlined, the workforce of the civil sector has gradually improved in all professional, effective and efficient terms as it has so far been capable of carrying out the stable and continuous operation of the two-tier local government model, and able to meet its task requirements.

Concluding the meeting, Minister Luong Tam Quang highly appreciated Quang Ninh province’s preparation of on-request documents and coordination with the inspection delegation during the inspection, affirming that the inspection results showed that Quang Ninh had actively, synchronously and effectively implemented all the contents in the inspection program.

Regarding its key tasks in the coming period, General Luong Tam Quang requested the Standing Board of the Quang Ninh Provincial Party Committee to direct its affiliated Party organizations to effectively implement Central resolutions, continue reviewing and improving the local-level governmental structure model so that it can operate in effective, efficient and people-oriented ma and build a contingent of grassroots-level cadres with strong political steadfastness, innovative thinking, modern governance skills and the ability to effectively handle issues arising at the grassroots level.

He also urged the province to drastically implement socio-economic development projects, maximize resources for development to contribute to the double-digit growth target in 2026 and adopt approaches to establish a new growth model driven by science and technology, innovation and digital transformation.
