Vietnam actively joins UN efforts in combating cybercrime

Minister of Public Security General Luong Tam Quang hosted a meeting with United Nations (UN) Under-Secretary-General and Director of the United Nations Office on Drugs and Crime (UNODC) Ghada Fathy Ismail Waly on the afternoon of October 25, in Hanoi.

Congratulating Ms. Ghada Waly and the UN delegation on the success of the Signing Ceremony of the UN Convention against Cybercrime (the Hanoi Convention), Minister Luong Tam Quang stated that the convention is the most comprehensive and far-reaching international legal instrument to date concerning cyberspace.

He emphasized that the signing of the convention has marked a historic milestone and reflected global consensus in establishing a new legal framework to strengthen cooperation in maintaining cybersecurity and enhance the efficiency of the fight against high-tech crimes.

On behalf of the Ministry of Public Security (MPS) of Vietnam, Minister Luong Tam Quang expressed sincere gratitude to Ms. Ghada Waly and other leaders, experts and all staff members of UNODC for their consistent cooperation and close coordination with the Vietnam’s MPS over the past years.

Minister Luong Tam Quang reaffirmed that Vietnam’s MPS remains steadfast in supporting and promoting multilateralism and international cooperation in addressing global challenges, and considers them as essential factors in maintaining peace, stability and international security.

The minister also highly appreciated the UN in general and UNODC in particular for their assistance to countries in strengthening their capacity to combat organized transnational crime and respond to non-traditional security threats, especially cybercrime.

On the occasion of the signing of the Hanoi Convention, Minister Luong Tam Quang expressed his hope that UNODC would continue to support Vietnam and other member states in revising their laws in line with the convention and effectively implementing the convention’s commitments.

He also proposed that UNODC expand specialized training programs for Vietnamese police officers on digital forensics, electronic evidence collection and preservation, and other areas of advanced cybercrime investigation.

Additionally, the minister suggested that UNODC provide the MPS of Vietnam with modern equipment for digital investigation and forensic analysis, as well as assist it in establishing internationally standardized digital laboratories to meet growing demands for combat of high-tech crimes in the new era.

During the meeting, the two sides agreed to further strengthen the existing cooperation mechanisms, particularly the Border Liaison Office (BLO) network.

They also consented to expand cooperation in capacity-building, equipment aid and human resource training for officers in charge of countering money laundering, terrorist financing, violent extremism as well as combating drug crime, high-tech crime, environmental crime, human trafficking and corruption cases involving foreign elements.

Further, the two sides agreed to promote high-level exchanges and working visits between the Vietnam’s MPS and UNODC, thereby expanding cooperation in prioritized areas for the benefit of regional and global security.
