
Vietnam, Russia agree to expand security cooperation
Minister of Public Security General Luong Tam Quang hosted talks with Secretary of the Security Council of the Russian Federation General Sergei Shoigu on the morning of December 9, in Hanoi.

At the talks, Minister Luong Tam Quang noted that, since the official visit of General Secretary To Lam to Russia to attend the 80th anniversary of Victory in the Great Patriotic War in May 2025, Vietnam–Russia cooperation has flourished in various fields, including politics, diplomacy, security and defence, science and technology, economy, education and training, transport, culture and people-to-people exchange.
In the field of security and law enforcement cooperation, the Ministry of Public Security of Vietnam and relevant Russian law enforcement agencies have maintained regular delegation exchanges at all levels, signed new cooperation documents tailored to evolving needs, closely coordinated in verifying, arresting and extraditing criminals involving citizens of both countries and organized training programmes and professional refresher courses for officers of the two sides.
Minister Luong Tam Quang emphasized that the global and regional landscape is changing rapidly, with increasingly complex traditional and non-traditional security challenges, while criminal activities are growing more sophisticated, harder to detect and more transnational in nature, exerting direct and multidimensional impacts on social stability and safety in both Vietnam and the Russian Federation.
Against this backdrop, the Minister urged both sides to continue effectively implementing the Comprehensive Strategic Partnership between Vietnam and the Russian Federation.
He underscored the need for the Ministry of Public Security of Vietnam, the Office of the Security Council of the Russian Federation and other Russian security and law enforcement agencies to further strengthen delegation exchanges to share information on issues of mutual concern, closely coordinate in verifying and handling cases involving citizens of the two countries and maintain regular consultations, coordination and mutual support at multilateral mechanisms and forums.
For his part, General Sergei Shoigu affirmed that the security cooperation of the Security Council and Russian law enforcement agencies with the Ministry of Public Security of Vietnam remains a key pillar in the Comprehensive Strategic Partnership between the two countries.
He expressed confidence that, with the strong political commitment and support of top leaders of the two countries, as well as the close cooperation between the Ministry of Public Security of Vietnam and Russian security and law enforcement agencies, the two sides will continue expanding cooperation in areas such as counter-terrorism, control of transnational organized crime, information security and cybercrime prevention, as well as capacity-building and training for officers in fields both sides have potential for and interest in.
