During the 2020–2025 term, under the comprehensive and direct leadership of the Public Security Central Party Committee and the Standing Committee of the HCMC Party Committee, thanks to the close coordination of the city’s armed forces, the Vietnam Fatherland Front, local agencies and sectors as well as strong support from the people, the HCMC Police Party Committee cemented its internal unity, overcome all difficulties, successfully fulfilled its yearly resolutions and the whole-term resolutions with outstanding achievements, which were highly recognized and appreciated by local Party committees, authorities and the public.
The HCMC Police Party Committee proactively grasped the security situation and promptly advised the Public Security Central Party Committee and the HCMC Party Committee on policies and effective measures to ensure security and order in the city.

Under the leadership of the HCMC Police Party Committee, the local police force firmly maintained political security, deploy ed synchronous preventive measures to prevent complex security issues early and at grassroots levels and ensure absolute security and safety of major political, cultural and social events in the city.
In recognition of its outstanding achievements, the HCMC Police Department was awarded the title Hero of the People’s Armed Forces in the Renovation Period by the State President in August 2024.

Addressing the congress, Minister Luong Tam Quang extended congratulations and commended the HCMC Police Party Committee for its accomplishments during the past term.
Agreeing on the groups of key tasks, breakthrough and strategic solutions outlined at the congress’s draft resolution, the Minister requested that the HCMC Police Party Committee should lead the entire municipal police force to effectively realize the new thinking on security and social order, firmly protect national security in all circumstances, and deny unexpected strategic security issues.

Minister Luong Tam Quang also urged the city’s police force to strongly fight against crime, sustainably reduce social order-related crimes, and prevent crime from prevailing in the city, causing public concern.
He also called on the HCMC Police Party Committee to continue their efforts to build a clean, strong and exemplary city police Party organization and effectively implement Politburo Resolution No. 12 on building truly clean, strong, regular, elite and modern Public Security Forces to meet the task requirements in the new situation.
