The ceremony was attended by Deputy Ministers of Public Security, members of the Public Security Central Party Committee and leaders of provincial-level police departments across the country.
The ceremony was held at the Ministry of Public Security’s headquarters and online connected to 63 provincial-level police departments nationwide.

At the meeting, a leader of the Department of Organization and Personnel announced ministerial decisions on the new organizational structure of provincial-level police departments, as well as the appointments of directors of police departments of the new provinces and cities.
On behalf of the Public Security Central Party Committee and the Ministry of Public Security’s leadership, Minister Luong Tam Quang presented appointment decisions and extended congratulations to the directors of police departments of the 23 newly-merged provinces and cities as well as to the directors of police departments of the provinces and cities without being affected by the merger policy.

The Minister requested that the 34 newly appointed provincial police directors immediately embark on urgent and strategic tasks, complete the organization of provincial and communal police units, to ensure seamless operation of the entire local police forces starting from July 1, 2025.

The Minister also stressed the importance of strengthening internal unity, clearly assigning responsibilities and authorities to each unit and each officer, promptly solving issues arising from the new working system, tighten the working discipline and seriously employ the code of conduct of police officers and enlistees while working with citizens.

Speaking on behalf of the 34 provincial-level police directors, Director of the Ho Chi Minh City Police Department Major General Mai Hoang vowed to fully and effectively implement Minister Luong Tam Quang’s instructions, saying that the instructions should be seen as key orientations for provincial-level police forces in performing their assigned tasks in the time ahead.
