Hanoi City Police Department strengthens cooperation with Russian counterpart

MPS - A delegation of the Hanoi City Police Department led by its Deputy Director Senior Colonel Nguyen Tien Dat had a working session with the Main Directorate of Internal Affairs of the City of Moscow, on May 16, in Moscow.

Warmly welcoming the Vietnamese delegation to Moscow, Deputy Head of the Moscow Main Directorate of Internal Affairs Major General V.A. Novikov highly appreciated the long-standing traditional friendship between Vietnam and Russia, which has flourished over the past 75 years.

For his part, Senior Colonel Nguyen Tien Dat extended congratulations to the government and people of Moscow on their successful organization of the military parade marking the 80th anniversary of the Victory in the Great Patriotic War.

The guest noted that the two countries have stood side by side and together experienced numerous challenges, over the past 75 years, including the period of time of Vietnam’s struggle for independence and freedom.

Today, the two nations continue to deepen their comprehensive strategic partnership rooted in the traditional friendship and mutual support, despite complex international developments. The relationship has become a model of international diplomacy, he added.

During the working session, the two sides exchanged information on the security and order situation in their respective localities, as well as matters relating to the Vietnamese community in Moscow and Russian citizens in Hanoi.

Based on the Memorandum of Understanding signed in April 2024 in Hanoi, the two sides agreed to strengthen cooperation in ensuring absolute safety for embassies and diplomatic missions and in protecting citizens residing in each other's territories.

Furthermore, the two agencies agreed to further strengthen delegation exchanges at all levels, especially at the expert level, in specialized fields such as cybercrime prevention and combat as well as other areas within the framework of the cooperation agreements signed between the Ministry of Public Security of Vietnam and the Ministry of Internal Affairs of the Russian Federation.

At the working session, the Moscow City Main Directorate of Internal Affairs shared with the Hanoi Police delegation its model and experiences in employing a surveillance camera system and in preventing and combating cybercrime and financial and economic offenses.

Following the meeting, the Hanoi Police delegation visited the Moscow City Main Directorate of Internal Affairs’ Incident Response Center.

Based on a network of more than 250,000 surveillance cameras integrated with modern technologies such as synchronized with artificial intelligence and big data as well as facial recognition and population data systems, the center is abled to promptly detect and rapidly respond to criminal cases, significantly contributing to maintaining security and order in the city.
