Vietnam, China strengthens fire and rescue cooperation
MPS - Minister of Public Security of Vietnam General Luong Tam Quang and Minister of Emergency Management of China Wang Xiangxi signed a Memorandum of Understanding (MoU) on Fire and Rescue Cooperation, on April 14, 2025.
The signing of the deal between Ministry of Public Security of Vietnam and the Ministry of Emergency Management of China was made on the occasion of Chinese Party General Secretary and President Xi Jinping’s State visit to Vietnam from April 14 to 15.
The MoU outlines various cooperation areas such as State management of fire and rescue, training and development of human resources for fire and rescue missions as well as scientific research and application of technological advancements to improve the quality and effectiveness of fire and rescue operations of the two sides.

The MoU serves as an important legal foundation for the two ministries to jointly carry out cooperation activities in fire and rescue, contributing to ensuring social order and safety and promoting socio-economic development in the countries.
It also helps further strengthen the relationship between the Ministry of Public Security of Vietnam and the Ministry of Emergency Management of China in particular, and the bilateral ties between the two nations in general.
In addition, the cooperation contributes to realizing the two countries’ policy to strengthen the security and defense pillar in the bilateral relations articulated in the Joint Statement between the Socialist Republic of Vietnam and the People's Republic of China on enhancing the comprehensive strategic partnership and promoting the building of a Vietnam–China community with a shared future.
