The Congress focused on comprehensively assessing the implementation of the Resolution adopted at the Department’s 1st Party Congress for the 2020–2025 term and on setting out directions, objectives and key approaches to successfully carry out the assigned political tasks for the 2025–2030 period.

At the Congress, delegates also elected the Executive Committee of the Department’s Party Committee for the new term and gave comments on the draft documents for the 14th National Party Congress and the political report for the 13th Congress of the Public Security Central Party Committee for the 2025–2030 term.
Addressing the Congress, on behalf of the Public Security Central Party Committee and the Ministry of Public Security’s leadership, Deputy Minister Pham The Tung recognized the efforts and notable achievements made by the Department of Internal Political Security during the past term.

Agreeing with the key objectives and breakthrough solutions set forth by the Congress, the Deputy Minister urged the Department’s Party Committee to take the lead in fulfilling the mission of protecting the Party and its guiding principles.
He stressed the need to protect the absolute leadership of the Party over the political system and the armed forces, to successfully realize the "four-pillar" strategic resolutions, and to guarantee the efficient and effective operation of the new two-tier local governance model aimed at creating space and momentum for development.

The Deputy Minister also requested the Department to ensure the absolute safety and security of upcoming Party congresses at all local levels in the lead-up to the 14th National Party Congress, as well as of the elections of the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term, leaving no room for even the slightest error.
