The conference was also attended by Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, Permanent Member of the Amnesty Advisory Council and Head of the Ministry of Public Security's Amnesty Steering Committee, as well as representatives from various Central agencies, ministries and organizations who are members of the 2025 Amnesty Advisory Council.
The conference was connected online to police departments of provinces and centrally-run cities.

In his opening remarks, Deputy Minister Le Van Tuyen emphasized that, on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 2025), the President had decided to grant amnesty to 8,055 individuals.
On the occasion of the 80th National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the President has signed Decision No. 1244 on Phase 2 of the 2025 Amnesty and Decision No. 1245 on the establishment of the Amnesty Advisory Council.
The Ministry of Public Security, acting as the Standing Board of the Amnesty Advisory Council, has issued a decision on the establishment of the Ministry of Public Security's Amnesty Steering Committee, a master plan to deploy the amnesty policy nationwide, a document regulating the organization, duties and working procedures of the specialized teams assisting the members of the Amnesty Advisory Council and the Inter-sectoral Appraisal Team under the Amnesty Advisory Council, creating favorable conditions for all involved agencies and units to implement the 2025 Amnesty of Phase 2 on the occasion of the 80th National Day.

At the conference, leaders from the Department of Management of Prisons, Compulsory Education Centers and Reformatories briefed delegates on the President's Decisions on Phase 2 of the 2025 Amnesty, the Amnesty Advisory Council's guidelines, and other related documents.
In his guiding speech, Standing Deputy Prime Minister Nguyen Hoa Binh praised involved agencies, units and officials for their great efforts in effectively implementing the April 30th amnesty phase.
To continue effectively implementing 2025 Amnesty Phase 2 in accordance with regulations, Standing Deputy Prime Minister Nguyen Hoa Binh requested that all involved ministries, departments and localities fully grasp the Party's guidelines and viewpoints, as well as the State's laws on amnesty, ensuring that Phase 2 of the 2025 Amnesty be executed in a democratic, objective, transparent and law-pursuant manner.

He requested involved agencies, units and localities to draw up specific plans, working schedules and the seriously and carefully prepare for the September 2nd Amnesty Phase. He stressed the need to equip all officers involved in the amnesty work from various agencies and units with all related documents, train all working steps of the implementation of the amnesty decision.
On behalf of the leadership of the Ministry of Public Security, Deputy Minister Le Van Tuyen acknowledged the directives of the Standing Deputy Prime Minister and pledged to successfully fulfill the September 2nd Amnesty Phase.
To ensure that the 2025 Amnesty Phase 2 is implemented in accordance with regulations, the Ministry of Public Security will direct all of its affiliated units and agencies to coordinate with Central agencies, ministries and localities in carrying out the responsibilities.
He underlined, public security units and agencies will seriously implement the directives of the Party, State and Government, legal regulations and the Standing Deputy Prime Minister's instructions while implementing the second phase of the 2025 amnesty so that the amnesty work is carried out according to regulations.
