Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang, attended and delivered a keynote speech at the congress.
According to reports presented at the congress, during the 2020–2025 tenure, the PSA Party Committee successfully implemented the Resolution of its 28th Party Congress, and basically achieved the key targets, including several goals exceeded.

The academy achieved positive results of all areas of its work, and created strong breakthroughs and comprehensive reforms in its education, training and scientific research tailored to the domestic and international circumstances, contributing to developing high-quality human resources for the Public Security Forces.
At the congress, delegates discussed and gave comments on the draft political report of the Party Committee and elected the Executive Committee of the PSA Party Committee for the 2025–2030 term.

In his remarks, on behalf of the Public Security Central Party Committee and the leadership of the Ministry of Public Security, Minister Luong Tam Quang commended the PSA leadership, teaching staff and cadets for their efforts and achievements during the past tenure.

The Minister emphasized that the PSA Party Committee should set and resolutely implement clear objectives for the upcoming tenure, and strive to build the academy as a national-standard institution and a regional hub in terms of scientific research, technological development and training of cybersecurity and hi-tech crime prevention experts by 2030.
He also urged the PSA Party Committee to strengthen its leadership to make big progress in training human resources, raise the quality of all kinds of graduates so that all officers graduating the academy can afford to immediately perform practical tasks at various public security units and agencies nationwide.
