The conference also aimed to assess the current security situation in the country and outline key tasks and solutions for the latter half of 2025.
The conference was attended by Politburo member and President of the Socialist Republic of Vietnam Luong Cuong, who also delivered a keynote speech.

Secretary of the CPSC and Minister of Public Security General Luong Tam Quang chaired the conference.
In his opening remarks, Minister Luong Tam Quang highlighted the main contents of the agenda and emphasized the importance of the conference, saying that it took place at a historic moment as the entire nation had begun the operation of the two-level local administrative system for a week.
Accordingly, the local-level police forces are organized into 34 provincial-level police departments and 3,319 communal-level police stations.
Further, the conference coincided with the ongoing activities celebrating the 80th anniversary of the establishment of the Vietnam People's Public Security Forces and the 20th anniversary of the All-People's Security Protection Day.
Under the leadership and guidance of the Party and State, thanks to the close coordination and cooperation of the People's Army, ministries, Central agencies, sectors and localities as well as the support and assistance of all domestic social strata and international friends, the People's Public Security Forces have successfully fulfilled all tasks assigned by the Government.

The Public Security Forces continued playing its exemplary role in implementing the Party's policies and resolutions as well as the instructions of the Party and State leaders.
To answer the question raised by the Party ad State leadership: "What the Public Security must do in the new era, the era of the nation's resurgence," the Public Security Forces effectively advised the Party and State to issue policies and documents suitable for the realities.
Particularly, the Public Security Forces continued playing a leading role in implementing the Party’s resolutions on creating strategic breakthroughs in building and perfecting legal institutions and removing institutional and legal "bottlenecks" to expand space for the country's development; strongly promoting investment, production, business activities, and private economic development.
The Public Security Forces led other sectors in creating breakthroughs in the development of science, technology, innovation and national digital transformation, as well as set an example in implementing the Party resolution on streamlining the organizational apparatus.

The Minister urged delegates to uphold their high sense of responsibility and use their knowledge and practical experiences to discuss issues in a frank and thorough manner, pointing out both strengths and weaknesses of the forces in implementing their tasks as well as finding out effective approaches to firmly safeguard national security, maintain order and safety and reduce crime. The Minister also stressed the need to have a new mindset on governance, suggesting shifting from management to service, contributing to innovation and development.
He called on delegates to also focus their discussion on effective policies and solutions to successfully achieve the goals for the last six months of 2025.
