The plan requires all traffic police force to:
Actively prevent and seriously handle violations of the traffic safety regulations, particularly those risking traffic accidents by increasing checks of passenger cars with 8 seats and above and and vehicles transporting goods.
Deploy all forces, vehicles and technical equipment to seriously and effectively implement all contents of the plan.
Officers and soldiers should heighten their sense of responsibility and seriously observe the discipline, and ensure safety while performing their duty.
The action plan will focus on highways, National Highway 1 (from Lang Son to Ho Chi Minh City) as well as other routes recommended by local police units.

The check will concentrate on coaches with 8 seats and above and transportation vehicles, including trucks with load capacity of 5 tons and above, semitrailers, trailers, and container trunks, tankers carrying gasoline, chemicals and dangerous goods.
Traffic officers and soldiers are responsible for checking 4 papers: vehicle registration, driving license, certificate of technical safety and environmental protection, certificate of civil liability insurance and other papers as prescribed by laws such as permits for transporting explosives and dangerous goods ...;
The functional force will focus on detecting and handling violations of alcohol level limit and drug abuse, which are main causes of accidents.
The traffic police force should actively coordinate with other forces to prevent and neutralize any persons with acts opposing on-duty officers, and penalize the offences in accordance with the laws.
The traffic police are also required to coordinate with the press and media to popularize the campaign’s contents and significance with the aim of reducing traffic accidents and ensuring traffic safety and order during the upcoming Tet holiday.
The plan is implemented in 3 different phases from January 14 to February 20.
