
MPS holds consultation on the drafting of Revised Penal Code
The Ministry of Public Security held a consultation on the project to draft a Revised Penal Code, on the morning of April 28 in Hanoi.

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, Deputy Head of the Drafting Committee for the Revised Penal Code, chaired the session.
Presenting a report at the event, a representative of the Department of Legal Affairs and Administrative – Judicial Reforms stated that, based on a comprehensive review of the Party’s guidelines on national construction and protection, crime prevention and control in the new context, relevant legal frameworks, international treaties and commitments, as well as the results of the eight-year implementation of the 2015 Penal Code (amended in 2017 and 2025), the Ministry has developed seven major policy groups for inclusion in the draft Revised Penal Code.
During discussions, delegates expressed strong consensus on the necessity of amending and supplementing the Penal Code to align with current realities.

The proposed policy groups were considered appropriate, ensuring a balance between the strictness of the law to enhance crime deterrence and crime prevention and the humanitarian and lenient viewpoints of the State to facilitate offenders’ rehabilitation and reintegration into society.
The delegates also provided substantive and responsible opinions, with the aim of improving provisions related to emerging types of crime, internalizing international commitments and enhancing the feasibility, clarity and coherence of the law.
Concluding the session, Deputy Minister Le Van Tuyen requested the drafting body to fully absorb delegates’ opinions, continue reviewing and refining the policy groups to ensure consistency, comprehensiveness, long-term stability and forward-looking orientation, while strictly adhering to the timeline of the law revision set by the National Assembly.
He also emphasized the need to innovate consultation methods by organizing discussions in the forms of specific issue groups, sectors and expert audiences to achieve practical and effective outcomes.
At the same time, the Deputy Minister called on ministries, sectors, National Assembly committees, experts and scientists to further give responsible and high-quality opinions, particularly on highly-debated issues.
He requested public security units and agencies, especially those directly engaged in crime prevention and control, to proactively summarize their practices and propose concrete amendments to the law, so that all provisions of the revised Penal Code can be clear, easily understandable, easily applicable and consistently implemented in practice.
