Public Security Central Party Committee rolls out Action Program to realize Resolution No. 59-NQ/TW

The Ministry of Public Security (MPS) held a meeting to roll out the Public Security Central Party Committee’s Action Program to realize Resolution No. 59-NQ/TW of the Politburo on international integration in the new context, on the morning of November 11 in Hanoi.

Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang chaired the meeting.

The meeting saw the presence of member of the Party Central Committee’s Secretariat and Minister of Foreign Affairs Le Hoai Trung, and Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung.

At the meeting, Minister Le Hoai Trung briefed delegates on the key contents of Resolution No. 59 and the Government’s Action Program to implement Resolution 59, underscoring five viewpoints and seven major task groups to advance the country into a new era to catch up with major powers in the world.

Presenting the Action Program of the Public Security Central Party Committee at the meeting, Deputy Minister Le Quoc Hung explained that the action program consists of eight specific task groups requiring all public security units and agencies to successfully fulfill in the coming time in order to strengthen the Public Security Forces’ foreign affairs work in a practical and substantive manner, contributing to Vietnam’s broader process of international integration as well as to proactively safeguarding the Fatherland early and from afar.

At the meeting, representatives from public security units and agencies discussed a wide range of approaches to promote international cooperation and integration, particularly in strengthening international coordination mechanisms to combat emerging types of crime, cybercrime and transnational organized crime.

In his closing remarks, on behalf of the Public Security Central Party Committee and the leadership of the Ministry of Public Security, Minister Luong Tam Quang acclaimed the achievements attained by public security units and agencies in the field of international cooperation and integration during the 2021–2025 period.

The Minister underlined that, under the leadership of the Party and the State and with the coordination and support of ministries, sectors and localities, the Public Security Forces have made remarkable breakthroughs in international cooperation and integration. 

He emphasized that security cooperation has become a cornerstone in Vietnam’s bilateral relations with many countries, serving as a foundation for the expansion of the country’s cooperation with other countries and contributing to strengthening Vietnam’s comprehensive, effective and sustainable relations with international partners.

To effectively implement Resolution No. 59, Minister Luong Tam Quang stressed that the entire Public Security Forces should be aware of the importance of international integration and foreign affairs and view the work as one of the sector’s main tasks and a driving force to accomplish their mission of safeguarding national security, maintaining social order and building strong and modern Public Security Forces in the new revolutionary period.

The Minister urged all public security units and agencies to continue expanding international security cooperation in a substantive and effective manner, proactively address potential security threats from afar and beyond national borders, and proactively combat transnational crimes, particularly illicit drug trafficking, cybercrime, terrorism and human trafficking.

He also called for continued efforts to enhance the role of the Public Security Forces in the international arena and the forces’ contribution to international security, saying that the Vietnamese Public Security Forces should strive to play a core and leading role in regional and global security cooperation mechanisms, especially in combating transnational and respond to non-traditional security challenges, as well as join United Nations peacekeeping operations at a higher level.
