During his visit to Russia, Minister To Lam met with Secretary of the Security Council of Russia Patrushev Nikolai Platonovich and held talks with Mr. Alexander Vasilyevich Bortnikov, Director of the Federal Security Service.


The 9th International Conference saw the presence of delegates from 118 different nations, the United Nations and other international organizations.
Minister Lam presented an important speech on “Changes in Strategy and Tactics of Terrorist Organizations”. According to Minister Lam, as terrorist and extremist activities increase in many countries, negatively affecting world peace and security, and the war against terrorism will last long, this requires countries to promote coordination in an active, comprehensive and responsible manner.
Vietnam considers that there should be a common, internationally agreed solution to this problem; accordingly, relevant countries and the international community as a whole should work together to thoroughly resolve the roots of the problem; coordinate to put an end to conflicts and boost peace restoration and stabilization process in combat areas as well as strengthen cooperation in the fight against international terrorism and extremism.

Minister Lam highly spoke of the importance of the Conference and expressed his hope to expand exchange with the international friends. He highlighted that Vietnam is willing to exchange experience with law enforcement agencies, international organizations in prevention and combat against terrorism.
He also hoped that the success of the conference would contribute to promoting the close coordination among the law enforcement agencies of countries to enhance effectiveness of prevention and combat against crimes, including terrorism and extremism, contributing to ensuring peace, security and sustainable development of the world and each country.

On the sidelines of the conference, Minister To Lam also had bilateral meetings with Mr. Guo Shengkun, Politburo member, Secretary of the Commission for Political and Legal Affairs of the Communist Party of China; Minister of Public Security of Laos Somkeo Silavong; head delegates from the delegations of Mongolia and the Philippines.
