At the meeting, Deputy Minister Tran Quoc To expressed his delight at the effective cooperation between the two sides in the fight against crimes, law enforcement and security and social order, especially after Vietnam’s MPS and FBI had signed a Memorandum of Understanding (MoU) on transnational crime prevention in 2019.
Regarding cooperation in training, Deputy Minister Tran Quoc To highly appreciated FBI’s goodwill in helping Vietnam’s MPS build capacity of Vietnamese police officers as well as organize training workshops on cybercrime, money laundering, and other transnational crimes.

To further promote the bilateral cooperation between Vietnam’s MPS and FBI, Deputy Minister Tran Quoc To suggested that the two sides continue to effectively implement the 2019 MoU, underscoring that the US agency provide adequate support for Vietnam’s requests on its criminal investigations, while early starting negotiation and signing agreements on mutual legal assistance on criminal matters, extradition and transfer of sentenced persons.
The Vietnamese Deputy Minister proposed that the two sides should enhance delegation exchange at all levels to share information of mutual concern, and that FBI support Vietnam’s MPS with modern equipment, technology transfer and specific solutions serving the work of crime prevention and control.

Regarding training cooperation with the FBI Academy, Deputy Minister Tran Quoc To proposed that FBI continue offer scholarships, training courses and capacity-building programs for Vietnamese police officers in the US, as well as share their professional expertise and hands-on experience and exchange training materials and textbooks with Vietnamese side, while organizing conferences and workshops on crime prevention and control, leadership skills, and English language training for Vietnamese police officers.
Deputy Minister Tran Quoc To also took the occasion to congratulate all FBI leaders and employees on the 116th founding anniversary of the agency (July 26, 1908 – 2024), hoping that FBI will remain an active partner of Vietnam’s MPS in protecting security and safety and ensuring interests of the people of the two countries, contributing to deepening the Vietnam – US bilateral relations.
