Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang attended and delivered a keynote speech at the congress.
According to the political report presented at the event, during the previous term, the Hanoi City Police Department’s Party Committee closely followed the Party’s policies and guidelines, as well as the directives of the Public Security Central Party Committee and the Hanoi Party Committee.

It effectiely implemented a wide range of measures to maintain security and order, making significant contributions to the socio-economic development of the capital.
Amid complex developments in the security landscape, the Hanoi Police Force firmly safeguarded national security and ensured absolute safety for all political events held in the city, preventing any unexpected incidents.
The capital police force also actively combated various forms of crime and sustainablely cut down the crime rate, contributing to building a disciplined, safe and healthy society.

During the congress, delegates elected a new 27-member Executive Committee of the Hanoi City Police Party Committee for the 2025–2030 tenure and a nine-member delegation to attend the 18th Hanoi Party Congress.
More importantly, delegates adopted the Congress’s resolution at the congress.
In his address, on behalf of the Public Security Central Party Committee and the Ministry of Public Security’s leadership, Minister Luong Tam Quang acknowledged and commended the previous Hanoi City Police Party Committee for its achievements over the past term.

Regarding key orientations for the new tenure, the Minister requested that the Hanoi City Police Party Committee should continue to play an exemplary role for the Public Security Forces in renovating thinking on safeguarding national security and maintaining social order in the new revolutionary period.
He urged the Hanoi City Police Party Committee to strengthen its leadership of all local police units and agencies in restructuring their organization and effectively realize the two-tier police model, while seeking to reduce the crime rate and build drug- and crime-free communes.
The Minister also underscored the need for the Hanoi City Police Party Committee to take the lead in advising, supporting and working closely with the political system and the people to successfully implement the Party’s strategic “Four Pillars” resolutions, while continuing efforts to build a clean, strong Party organization to meet the task requirements in the new era.
