MPS actively contributes to the drafting of Law on Participation in UN Peacekeeping Operations

MPS - A delegation of the National Assembly’s (NA) Committee for National Defense, Security and Foreign Affairs worked with the Standing Office for United Nations (UN) Peacekeeping Operations under the Ministry of Public Security (MPS) to gain in-depth insights into Vietnamese police’s participation in UN peacekeeping operations, on the afternoon of April 14, 2025.

The field trip was part of an NA program to make a Law on Participation in UN Peacekeeping Operations.

The delegation was headed by Vice Chairman of the NA Committee for National Defense, Security and Foreign Affairs Lieutenant General Do Quang Thanh.

At the working session, Chief of the MPS Standing Office for UN Peacekeeping Operations Major General Nguyen Sy Quang delivered a report highlighting major achievements made by MPS in peacekeeping operations.

Major General Nguyen Sy Quang underlined that the deployment of Vietnamese personnel, including officers of the Public Security Forces, to UN peacekeeping missions has made a substantive contribution to the execution of the foreign policies of the Party, State and Government while affirming Vietnam’s growing stature, role and capacity in addressing complex global challenges, resolving conflicts and safeguarding international peace and stability.

During the survey, delegates tried to clarify several key issues, including the scope of entities subject to the regulation of the draft law, forms of participation in UN peacekeeping operations, eligibility criteria for peacekeepers, and the specific roles of relevant forces in various phases of peacekeeping operations.

Speaking at the working session, Lieutenant General Do Quang Thanh appreciated the thorough and good preparation of the MPS Standing Office for the working session.

He acknowledged that MPS has made a significant development in preparing and joining UN peacekeeping operations in recent years.

He thanked the MPS Standing Office for the useful information given during the working session, saying that the information helped them comprehend the specificities of Vietnamese police forces in UN peacekeeping operations.

The head delegate affirmed that the useful information and insights given by the office will serve as a basis for the delegation to make recommendations in the Committee’s appraisal report on the draft law.

As part of the visit, the delegates toured an exhibition of vehicles, equipment and facilities at the Peacekeeper Capacity-building and Training Center in Van Giang district, Hung Yen province.

The visit included a simulation exercise conducted in accordance with the UN standards and international law on the graduated use of force, negotiation skills and communication protocols with English being the primary working language.
