The law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam after being approved by the National Assembly includes 3 articles: Article 1 amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens; Article 2 amending and supplementing a number of articles of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; Article 3 Execution Terms.
Article 2 amends and supplements a number of articles of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam. Accordingly, the law amends and supplements regulations on visas with single or multiple validity, grant of electronic visas, authority to decide on the list of countries and territories whose citizens are granted electronic visas.

The law amending and supplementing a number of articles of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam amends and stipulates specific provisions on declaration of temporary residence, in which foreigners temporarily residing in Vietnam must, through the person(s) directly managing and operating the accommodation establishment for the foreigners, declare their temporary residence to the police post of the commune, ward or township or the police office which is responsible for accommodation services in the locality.
Accommodation establishments are responsible for requiring foreigners to present their passports and valid residence papers in Vietnam to declare temporary residence before allowing foreigners to temporarily reside in.

In case the border guard station receives the declaration of temporary residence of a foreigner under the provisions of an international treaty to which Vietnam is a responsible party, the border guard station shall immediately notify the police of the commune, ward, town or police office where the foreigner temporarily resides.
The declaration of temporary residence for foreigners can be sent to the police in either electronic or paper form. In case of applying for temporary residence in the paper form, the person directly managing and operating the operation of the accommodation establishment is responsible for filling in all information about the foreigner on the temporary residence declaration form and forwarding it to the police post of the commune, ward or town within 12 hours (24 hours for remote areas) from the time the foreigner arrives at the accommodation establishment.

Foreigners who change their address of temporary residence stated in their permanent residence permit or when there is a change in information in their passport, the declaration of temporary residence must be redone as prescribed in Clause 1 of this Article.
Article 3 on the execution provisions, the law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam will come in effect from August 15, 2023.

Entry and exit papers issued to citizens before the effective date of this law are valid until the expiry date stated in the entry and exit papers. In case citizens apply for entry and exit papers but have not been granted them when this law takes effect, the provisions of the Law on Exit and Entry of Vietnamese Citizens No. 49/2019/QH14 will continue to be applied.
In case a foreigner has been granted an electronic visa or entered the country under a unilateral visa exemption program or applied for an electronic visa but has not yet been granted an electronic visa when this law takes effect, the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam No. 47/2014/QH13 has been amended and supplemented with a number of articles under Law No. 51/2019/QH14 shall be applied.
