Speaking at the ceremony, Minister Luong Tam Quang emphasized that, since General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith officially launched the project on building a population database and citizen ID card management system for Laos, the Lao Ministry of Public Security and the Vietnamese Ministry of Public Security have actively joined efforts to implement the project.
On behalf of the leadership of both ministries, Minister Luong Tam Quang acclaimed the whole-hearted dedication and strong resilience of in-charge officers from the two sides.
He also expressed appreciation for the considerable support of relevant Lao ministries and agencies and congratulated the Lao side on the project’s initial success.

Minister Luong Tam Quang noted that the inauguration of the Citizen ID Card Production System is only the first part of a broader ongoing project, and that many important tasks are still ahead.
Regarding future tasks, Minister Luong Tam Quang requested that the police forces of both countries continue working to perfect the legal framework for the operation of the system, as well as to build necessary infrastructure and transmission networks for the project’s full operation.
In addition, the two ministers agreed to strengthen collaboration in equipment installation, system completion, and the synchronization of machinery from the central level to the local.
The two countries’ Ministries of Public Security will work closely to further develop the Lao population database system, ensuring that all data meet the criteria of being “accurate, sufficient, clean, and real-time.”

They will also cooperate in collecting biometric data and issuing ID cards to eligible citizens in Laos, while promoting the application of digital identification, citizen data, and chip-based ID cards to support State management of population and public administration reform.
At the event, Minister Luong Tam Quang, Deputy Prime Minister and Minister of Public Security of Laos Vilay Lakhamphong and Deputy Minister Nguyen Van Long pressed the launch button to officially put the citizen ID card production system into operation.
In the spirit of their mutual assistance, the Vietnamese Ministry of Public Security also presented the Lao Ministry of Public Security with several pieces of equipment to support operations of the Lao police, particularly those stationed at police posts along the Laos–Vietnam border.
Following the ceremony, Minister Luong Tam Quang and the delegation visited the ID Card Data and Feature Integration Center in Vientiane.
