Vietnam, Brazil expand cooperation in security and law enforcement

MPS - Minister of Public Security General Luong Tam Quang hosted talks with Chief-Minister of the Institutional Security Cabinet (GSI) of the Presidency of the Federative Republic of Brazil General Marcos Antonio Amaro dos Santos, on March 28, in Hanoi.

Welcoming General Marcos Antonio Amaro dos Santos, who is accompanying Brazilian President Lula da Silva on his State visit to Vietnam, to the Ministry of Public Security of Vietnam, Minister Luong Tam Quang underlined that the Brazilian President’s visit contributed to strengthening the traditional friendship and strategic partnership between the two countries as it provided future cooperation directions commensurate with each country’s potential and strengths.

The host noted that in the field of law enforcement, Vietnam and Brazil are both members of the International Criminal Police Organization (INTERPOL) and parties to various international treaties on crime prevention and control, reflecting the two countries’ strong commitment to contributing effectively to the fight against transnational crime and to promoting peace, stability and development in the region and the world.

The Vietnamese Minister affirmed that the recently signed Agreement on the Exchange and Protection of Classified Information between the two sides would serve as an important legal foundation for future cooperation, particularly in sharing information, preventing and combating transnational crime and terrorism, ensuring cybersecurity and addressing other security threats.

To further strengthen Vietnam–Brazil bilateral ties in general, and the cooperative relationship between the Ministry of Public Security of Vietnam and the Institutional Security Cabinet of the Brazilian Presidency in particular, Minister Luong Tam Quang proposed that the two sides should enhance delegation exchanges at all levels to deepen mutual understanding and explore potential areas for cooperation in the field of security.

The host also suggested that the two sides work closely to ensure the absolute safety and security of visits of high-level delegations from one country to the other, while promoting their role as the fastest and most effective channel in conveying strategic messages between top leaders of the two countries on key national issues, contributing to protecting their respective strategic interests.

In addition, the host urged the two agencies to accelerate negotiations and the signing of bilateral agreements on prevention and combat of non-traditional security threats such as high-tech crime and terrorism, while enhancing exchange of information and experience as well as measures to safeguard political, economic and institutional security in each country.

The Minister also stressed the need to strengthen coordination in responding to large-scale cyberattacks that could compromise national security and critical information systems of the two countries, while teaming up to research and develop information security technologies to enhance cyberspace protection capacities of the two countries as well as to hold professional training and foreign language courses for the two sides’ law enforcement forces.

Sincerely thanking Minister Luong Tam Quang for the meeting, Chief-Minister of the Institutional Security Cabinet of the Brazilian Presidency Marcos Antonio Amaro dos Santos underscored that, in the context of increasingly complex regional and global security developments, the two sides should work closely to promptly address not only traditional but also non-traditional security threats.

According to him, the two sides still have large potential for cooperation in the fields of security and law enforcement.

The guest proposed that the two sides continue to strengthen specific cooperation activities, contributing to safeguarding national security and ensuring social order in each country, as well as maintaining peace and stability in the region and the world.

* Earlier the same day, at the Presidential Palace, Minister of Public Security of Vietnam Luong Tam Quang and Chief-Minister of the Institutional Security Cabinet of the Brazilian Presidency Marcos Antonio Amaro dos Santos signed an Agreement on the Exchange and Protection of Classified Information in the presence of President Luong Cuong of Vietnam and President Lula da Silva of Brazil.
