MPS restructuring Trade Union system in Public Security Forces

MPS - The Standing Board of the Public Security Central Party Committee and the Presidium of the Vietnam General Confederation of Labour co-chaired a meeting to discuss and reach consensus on a draft project to restructure and reorganize the Trade Union system within the Public Security Forces, in line with Resolution No. 60 of the Party Central Committee, on the afternoon of June 18 in Hanoi.


Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Tran Quoc To and Member of the Party Central Committee and President of the Vietnam General Confederation of Labour Nguyen Dinh Khang co-chaired the meeting.

Following Resolution No. 60 issued by the 13th Party Central Committee at its 11th session and Conclusion No. 157 of the Politburo regarding the streamlining and restructuring of the political system, the Ministry of Public Security assigned the Department of Political Affairs to coordinate with relevant units to draft a project to restructure the Trade Union system within the Public Security Forces.

The reorganization aims to ensure that the structure, functions, responsibilities and professional quality of trade union staff to meet the development needs of enterprises and non-profit units within the Public Security Forces.

It also seeks to improve the effectiveness and efficiency of trade union organizations’ operations in protecting the legitimate rights and interests of workers in the public security sector.

According to the draft project, the structure of the reorganized Trade Union system in the Public Security Forces will include two tiers: the Ministerial-level Trade Union and Grassroots-level Trade Union.

At the meeting, delegates gave ideas and comments on the draft project, and they finally reached consensus on the official name of the organization representing the legitimate rights and interests of trade union members and workers in the public security sector as well as the membership and the structure of the new Trade Union system in the Public Security Forces.

In his remarks, Deputy Minister Tran Quoc To commended the Department of Political Affairs for its effective coordination with subordinate units of the Ministry and with advisory bodies of the Vietnam General Confederation of Labour in drafting the project in accordance with Resolution No. 60.

The Deputy Minister requested the Department of Political Affairs to summarize opinions and ideas provided by delegates in order to early finalize the draft project and submit it to the Standing Board of the Public Security Central Party Committee and the Minister for approval.

After the meeting, the Ministry of Public Security will coordinate with the Vietnam General Confederation of Labour to formally approve it.

After the project is approved it will be sent to relevant public security agencies and units nationwide so that the new Trade Union organizational system in the Public Security Forces will operate before July 1, 2025.
