Deputy Minister of Public Security Senior Lieutenant General Nguyen Van Long, Head of the MPS Criminal Investigation Police Authority, chaired the session.
The meeting was held online connecting to provincial-level police departments and communal-level police stations nationwide.

In his opening remarks, Minister Luong Tam Quang emphasized the significance of the meeting, noting that the meeting also aimed to reach consensus on perceptions and action in crime prevention and control following the new two-tier local government model in the 34 provinces and cities.
Regarding key tasks for the coming period, the Minister underscored the need to craft fundamental approaches to reduce crime rates and ease the burden on criminal investigation units at all levels, helping police units focus on preventive measures.
Reports presented at the meeting indicated that, in the first half of 2025, the criminal investigation police force effectively fulfilled their duties in accordance with legal procedures and regulations, and achieved increasingly positive outcomes.

Delegates held in-depth discussions on the investigation and handling of crimes, particularly those related to drugs, the environmental protection, exploitation of natural resources, food safety and economic offenses.
They also proposed various approaches to enhance the effectiveness of crime prevention and control in the time ahead.
Concluding the meeting, Deputy Minister Nguyen Van Long emphasized the importance of clearly defining responsibilities from central investigative agencies to local units.

He suggested comprehensively reviewing criminal investigation work plans for specific types of crime, determining orientation to prevent offenders from exploiting the transitional phase of the two-tier governance model.
He also directed police agencies nationwide to rigorously implement the Ministry’s guidelines on criminal investigation and crime prevention, while further reviewing and consolidating personnel structures, especially determining the roles of unit heads and investigators at the grassroots level.
